- THIS IS A PRESOLICITATION NOTICE. THIS IS ONLY AN INFORMATIONAL NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL. The General Services Administration (GSA), Northeast and Caribbean Region, Public Buildings Service, Design and Construction Division is pleased to announce an opportunity for design-build services for the restoration of interior swing space at the Daniel Patrick Moynihan Federal Courthouse, New York, New York. The scope of services includes, but is not limited to professional architectural, engineering, and related consulting services for the design of this facility though the development of construction contract documents, specifications, and computer-aided design and drafting (CADD), and construction and post construction services for the facility. The current estimated construction cost range is $10,000,000 to $15,000,000. The estimated project design and construction duration is 955 calendar days after the issuance of Notice to Proceed. THIS SOLICITATION IS A TOTAL SMALL BUSINESS SET-ASIDE. The applicable North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. All contractors must be registered in the Central Contractor Registration (CCR) prior to award. CCR requirements may be viewed via the internet at www.ccr.gov or by calling 1-888-227-2423. This procurement will be in accordance with the Two-Phase Design-Build selection procedures as implemented in FAR Part 36.3. At the conclusion of the acquisition process, the Government anticipates an award of a Firm-Fixed Price contract. The technical evaluation factors are as follows: Phase 1 Factor 1: Bonding Capacity Requirement (Go/No Go) Factor 2: Technical Approach Factor 3: Prior Experience on Similar Projects Factor 4: Past Performance on Similar Projects Phase 2 Factor 5: Detailed Organizational Structure and Qualifications of Key Personnel Factor 6: Project Management Plan All personnel working on this job will have to obtain a security clearance. The Request for Proposal (RFP) will be available on or about March 7, 2011. The RFP will only be available electronically at the FedBizOpps (FBO) website. No hardcopies, faxes or emails will be available. It is strongly encouraged to register on the FBO website as a source to be notified of RFP amendments, clarifications, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. A Site Visit / Pre-Proposal Conference will be held for this procurement. The date and time will be posted on the FBO website.
