Description
Presolicitation Notice: The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Elizabeth City, NC intends to issue a solicitation for a fixed price Indefinite Quantity contract to lease an executive transportation aircraft for a 1-year Dry Lease of a Gulfstream G-V (or equivalent) aircraft, with options for 4 additional years. The anticipated flight hour usage is 700 flight hours per year. The aircraft shall be certified for operations in MNPS and European airspace. The cabin shall be configured with galley, lavatories and seating to accommodate 12 passengers and 5 crew. Some modifications are anticipated as separately-priced optional items (will be reversed at end of lease) including: 1. US Coast Guard paint scheme. 2. Installation of required voice/data communications equipment. 3. Reconfiguration of the cabin to provide a secure workspace for VIPs Routine maintenance can be accomplished by US Coast Guard aviation mechanics. Major maintenance and sparing of non-consumable parts (brakes and tires) will be included in the lease of the aircraft. If the aircraft will be unavailable due to maintenance for a period of greater than 5 days, a backup aircraft of the same type shall be provided in the interim. The aircraft will be hangared at Ronald Reagan Washington National Airport (DCA). The solicitation will be issued in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 15, Contract by Negotiation. The Request for Proposal (RFP) will be issued on or about March 4, 2011 via the Federal Business Opportunities (FedBizOpps) web site at http://www.eps.gov. The RFP number is HSCG38-11-R-410007, hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFP release and all subsequent amendments. This RFP will be issued as a 100% small business set-aside. The North American Industrial Classification Code (NAICS) is 532411, and the small business size standard is $7M. All interested small businesses may submit a proposal, which shall be considered by the USCG. The government will award a fixed price contract resulting from the RFP to the responsible offeror whose conformance to the RFP will be most advantageous to the Government, price and other factors considered which will be identified in the RFP. Anticipated date of award is July 1, 2011 for upgrades with the aircraft ready for flight September 16, 2011.
