Description
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is seeking small business general construction firms to perform capital asset improvements at the VA Palo Alto Health Care System, Palo Alto, CA. The general construction firms must be classified under one or more of the following small business programs: (1) Service-Disabled Veterans-Owned Small Business (SDVOSB) (2), Veteran-Owned Small Business (VOSB), (3) Small Disadvantaged Business (SDB), (4) Woman-Owned Small Business (WOSB), (5) Section 8(a), and/or (6) HUBZone. The estimated price of this project is more than $100,000,000. CFM is contemplating the use of an economic price adjustment (EPA) clause under FAR 16 for steel products. Interested general construction firms must be firms with an approved NAICS Code 236220. The Small Business Size Standard is $33.5 Million. A bid bond as well as payment and performance bonds shall be required. This capital asset improvements at VA Palo Alto Health Care System project will consist of the construction of a three-story, approximately 174,000 GSF Polytrauma/Blind Rehabilitation Center and associated site utilities; the demolition of approximately 64,000 GSF of seismic exceptionally high risk two-story Building 48 and two-story Building 2 Wing C and associated site utilities; and the construction of a four-story, approximately 210,000 GSF, cast-in-place, 600-Car Parking Structure. A single prime contractor is being sought for multiple construction projects in order to enhance coordination, reduce construction traffic and staging areas, take advantage of economies of scale, and to minimize disruptions to the medical center. Due to the ongoing construction activities at the VA Palo Alto medical center, there are many general contractors at the site and off-site parking and shuttle services are required for medical center staff due to the lack of parking spaces at the facility. At this time, no solicitation exists, therefore, do not request a solicitation. Only small bondable business contractors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name, 2. Address, 3. Point of Contact, 4. Phone number and e-mail address, 5. Business size determination and qualifying Small Business status, 6. Certification of Small business Status and Duns Number, 7. Available bonding capacity surety letter, 8. Provide construction experience of similar projects in size and complexity. Small business concerns failing to respond to this ad will not be precluded from responding to the solicitation. Note: This is not a Request for Proposal (RPF) and the Government is seeking information for market research purposes only. The Government may or may not issue RFP for this project. Note: If this project is solicited as full and open competition and in order to mitigate adverse effects to the small business community, prospective large prime contractors will be required to submit a small business sub-contracting plan as part of their bids. The ability to meet and exceed small business goals will be incorporated into the source selection criteria and weighted at a high level of importance. In addition, prospective large prime contractors will be encouraged to enter into small business teaming agreements. Prospective large prime contractors will be required to obtain bids from small businesses and to subcontract under separate Contract Line Item Numbers (CLINs) for the 600-Car Parking Structure and the Demolition of Building 48 and Building 2 Wing C. SDVOSB subcontractors would be rated highest. The solicitation will contain the requirement and evaluation factors that will be used for selection.
