- THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE U.S. ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. HOWEVER RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION. SUBJECT: SOUNDVIEW PARK, SECTION 206, AQUATIC ECOSYSTEM RESTORATION, BRONX, NY-WETLAND RESTORATION/CREATION The purpose of this announcement is to gain knowledge of potential business sources; with specific interest in small business, SBA certified 8(a), certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for work on wetland restoration/creation construction contract. The NAICS Code is 237990 (size standard $33.5 million average annual receipts for preceding three fiscal years). No awards will be made from the responses to this synopsis. No solicitation will be available at this time. Responses will be used to determine appropriate acquisition decisions for a future procurement. BACKGROUND AND INFORMATION FOR CONSTRUCTION CONTRACT The New York District, U.S. Army Corps of Engineers (District) is preparing plans and specifications for construction of approximately three (3) acres of wetland restoration/creation in the Borough of the Bronx, New York City, NY. The Soundview Park project area targeted for wetland restoration/creation is approximately 3 acres within the overall 205-acre park along the east bank of the lower Bronx River as it empties into the East River and is bordered by Lafayette, Metcalf, and Bronx River Avenues. The wetland restoration/creation will be accomplished through a combination of excavation, grading, fill placement, re-contouring, and native species plantings with marsh layout, berm design, walking path and scenic overlook involved. Complexities include tidal creek crossings, tidal marsh restoration, unconsolidated substrates, highly organic soils, invasive plants and herbivory predator issues. Construction cost is in the range of $5,000,000 to $7,000,000. SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY The following is a questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following questions. At the end of this survey you will be asked to provide your comments. General 1) Have you ever worked on the construction of a wetlands restoration/creation project similar in nature to this project? If so, please provide a list and description of three wetlands restoration/creation projects, of three (3) acres or greater, that include the following complexities: tidal creek crossings, tidal marsh restoration, unconsolidated substrates, highly organic soils, invasive plants and herbivory predator issues. Description shall include size, cost and technical qualifications of staff. Identify a point of contact and phone number. 2) Have you ever employed a Wetlands Environment Specialist with a background in plant and soil sciences who has provided construction oversight for a minimum of three wetland restoration/creation projects that are greater than or equal to 3 acres similar in nature to this project? If so, please provide a list and description of three wetlands restoration/creation projects. Description shall include size, cost and technical qualifications of staff. Identify a point of contact and phone number. 3) Would you be willing to bid on the project described above? If the answer is No, please explain why not? 4) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 5) Is there a dollar limit on the size contract that you would bid? 6) What are the largest wetlands restoration/creation construction contracts (in dollar amounts) on which you were the prime contractor? 7) What is your bonding capacity per contract? What is your total bonding capacity? 8) Is your company a small or large business as defined by the SBA? Are you classified as a certified 8(a) serviced by SBA districts, certified HUB Zone, or Service Disabled Veteran-Owned Small Business (SDVOSB)? Equipment 9) What type of standard construction equipment do you own and/or operate for work on soft soils such as hydraulic excavators outfitted with long reach booms, low pressure off road hauling equipment, low ground pressure dozers, low ground pressure utility vehicles, use of timber mats to support excavators and to assist in moving across wet areas of the site that is suitable for the work described? For each item of equipment that you list, please specify its load capacity, modifications and any other relevant characteristics. 10) Contractor's Comments or Recommendations All interested businesses should notify this office in writing by mail, email or fax by 8 March 2011 2:00 pm (EST) eastern standard time.
