- NASA/ARC intends to extend contract NAS2-02090 with Lockheed on a sole-source basispursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The performance periodwill be extended for a potential twelve month period, consisting of a six month baseperiod, and six one-month options.The principle purpose of this contract is to support science, space, exploration effortsthrough discrete programs and projects. At NASA Ames Research Center (ARC) the Programsand Projects Directorate conducts and manages programs, projects, develops and executesmissions. Support requirements span multiple Directorates at ARC, other NASA Centers andNASA Headquarters. In order for the various Directorates to develop, manage, and executeprograms within its mission area, research and development is required in the areas ofProgram Management, Project Management, Program Support, Collaborative Technologies,Engineering, Hardware and Software Systems Engineering and Educational Outreach.The extension will extend the period of performance of the current contract, NAS2-02090,for six (6) months, from June 1, 2011 through November 30, 2011 for the base period; andend on May 31, 2012 if all six one-month options are exercised. The extension willincrease the current contract value. The extension is the Governments best interest toprovide ongoing Programs and Projects services until a new contract is awarded. Thecurrent Contractor, Lockheed is considered the only Contractor that can meet ARCs needsgiven the short period of performance for the extension. Awarding the potential twelvemonth contract to another Contractor at the same time the recompete is in the processwould result in substantial duplication of cost to the Government that is not expected tobe recovered through competition of the extension as well as unacceptable delays infulfilling ARCs critical requirements.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30pm local time onMonday, March 7, 2011.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
