Description
PRE-SOLICITATION NOTICE FOR DS/ATA WAREHOUSING EFFORT The U.S. State Department, Bureau of Diplomatic Security, Office of Anti-Terrorism Assistance (DS/ATA) has a requirement to procure labor and facilities to conduct warehousing, packing, tracking, storage, shipping and receiving of training materials in support of the DS/ATA mission. Training materials will range from armored cars, ammunition and weapons to manuals, flashlights and compasses. The estimated award date for this requirement is August 31, 2011. The contract period of performance includes a one-year base period with four one-year options. This requirement will be solicited as an 8(a) small business set-aside. The estimated value of this procurement inclusive of all options is $10M. FACILITIES The contractor shall provide the following logistical facilities and services: Warehouse/Logistics facility (70,000 - 85,000 sq.ft.): This facility will serve as the single packing, shipping, receiving and storage point, as well as the primary location for stock control of materials and preparation of materials for dispatch. The facility shall have multiple loading docks and have the capability to store weapons and ammunition (in accordance with Federal and U.S. Department of State (DOS) regulations) and other sensitive materials and equipment. The facility shall have access control with monitored alarm system and CCTV cameras with recording devices. The facility shall have office space, restrooms and a conference room to support administrative requirements. This facility shall be designated for Department of State/ATA use only and separated from any other business with a wall constructed of solid permanent materials. The facility shall be located within a five-mile radius of Dulles Airport. Contractor shall provide the personnel required to operate and maintain the facility on a daily basis. Operation will include the storage/shipment/maintenance of stock records for an estimated 10,000 line items, ranging from major equipment to expendable items. Contractor shall be responsible for receiving, secure storage and shipping preparation of equipment and supplies in support of ATA training programs. Contractor personnel will be required to work closely with ATA training personnel and support staff, as well as other DOS personnel. Contractor personnel will occasionally be required to work outside of normal business hours in support of training missions. Contractor shall be responsible for the storage and packing for shipment of hazardous material such as ammunition and batteries in accordance with local, federal and international regulations. Contractor shall provide all material handling/warehouse equipment (trucks, forklifts, handtrucks, dollies, racks, etc.) and supplies (cartons, pallets, tools, etc.) as required for successful operation of the facility. Contractor shall maintain stock control records for all equipment and supplies received at and shipped from the facility. Stock records must be current and accurate to reflect stock balances at any given time. Contractor may be required to transport materials to/from various DOS annexes and other storage facilities for storage and/or shipment. STAFFING The contractor shall provide adequate and appropriate personnel to perform the following services as required: Warehouse/Facility Supervisor: Responsible for the day-to-day management/supervision/coordination of the facility. This will include supervising warehouse personnel, priority setting and coordination with ATA Training Staff and Administration personnel. Individual shall have at least ten years experience supervising/managing logistics personnel and warehouse facility. Individual must have in-depth knowledge of warehouse operations and ability to coordinate with a myriad of people in support of ATA operations, both overseas and in the United States. Stock Control Specialist: Responsible for maintaining accountable records for all warehouse actions and schedules. All records will be maintained in a timely manner to accurately reflect stock balances, issues and receipts. This position will be under direct supervision of the Warehouse/Facility supervisor. Individual shall have at least three years experience in the logistics recordkeeping field and have good computer skills. Warehouse Specialist: Responsible for receiving, storage and shipping preparation for equipment and supplies. Supplies and equipment will range from armored cars and weapons to flashlights and manuals. Individual shall have at least one year experience in warehousing field. Individual must be qualified in the operation of material handling equipment and able to perform physical labor for extended periods of time. Individual must have a valid driver's license. At least one of the warehouse staff must have expertise in HAZMAT storage and shipment. All staff personnel will be approved by DS/ATA prior to employment. SECURITY REQUIREMENTS A Secret facilities clearance is required prior to the start of contract performance. All contractor personnel must be bonded. PROCUREMENT INFORMATION A competitive solicitation for this effort is anticipated to be released and posted to this site prior to 31 March 2011. Any amendments to the solicitation will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to monitor and access this website for the solicitation and any amendments that may be issued. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. Interested offerors are encouraged to use the "Register to Receive Notification" function to register as an interested vendor. There is no incumbent contractor being considered for this effort. The current contractor, Tessada & Associates of Springfield, VA, has graduated from the 8(a) program and is not eligible for award. The government intends to conduct one or more site visits for this procurement. Specific information will be provided in the solicitation. Interested offerors will be expected to attend the site visit and thoroughly familiarize themselves with the project. The Government is considering using a Low Price, Technically Acceptable (LPTA) source selection procedure to award a contract to a responsible offeror. Proposals would be evaluated for acceptability only and not rated. Award would be based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-price factors. The non-price factors would include a Technical Proposal and Past Performance. If a proposal is determined to be technically acceptable, based on evaluated non-price factors, it would then be evaluated for the lowest price. Note: All contractors MUST be registered in the Central Contractor Registration (CCR) database to be eligible for contract award. Online Representations and Certifications Application (ORCA) is also required and Contractors can register at https://orca.bpn.gov. Therefore, no written, telephone or facsimile requests for the documents will be accepted. The FedBizOpps site will provide downloading instructions. All future information about this acquisition, including the solicitation and its amendments, will be distributed solely through the FedBizOpps website. Interested parties are responsible for monitoring the FedBizOpps website to assure they have the most up-to-date information about this acquisition. The solicitation will identify all information that a prospective offeror must submit in order to be considered for award. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
