- This is a Source Sought Synopsis as a request for information only. The Government does not intend to award a contractor any other type of agreement on the basis of this synopsis or to otherwise pay for the information solicited under this synopsis. The Direct Attack Division, AAC/EBDK, Eglin AFB FL is planning an acquisition strategy for GBU-57A/B System Interim Contractor Support. The intent of this request for information is to conduct a market investigation to collect supporting data and documentation on which to base an appropriate acquisition strategy. The North American Industry Classification System (NAICS) Code for this effort is 334511; size standard 750 employees. No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Direct Attack Division, AAC/EBDJ, Eglin AFB FL is contemplating an 18-month contract to provide logistics support for the GBU-57 Massive Ordnance Penetrator (MOP) system. The GBU-57 system is composed of: GBU-57A/B weapons (12-20 assets expected), BRU-47 bomb rack systems, MOP Loading Adapters, MXU-1012/B separation nuts, and separation nut simulators. The Government does not possess, and will not be able to provide, a complete data package for the GBU-57 system. Respondents shall deliver a Statement of Capabilities specifically defining their capabilities. Respondents may also schedule an appointment to meet with the Government in order to ask any additional questions or clarify requirements or statements. Potential sources must provide in their response to this announcement the following information: (1) Evidence of the ability to: (a) provide technical engineering support for the resolution of all GBU-57system issues; (b) develop an analysis product to assess safety, reliability and logistics support; (c) functionally test, troubleshoot, and provide depot level repair of the GBU-57 system; (d) provide updates to the source data for the following technical orders: 11K57-2-7; 35D-2-2; 11N-H5083 and 1CL-1;1B-2A-2-94JG-30-3; 1B-2A-33-2-1-CL-3 and 1CL-3; 11B-29-3-62-2; 1B-2A-94-GS-00-2; 1B-2A-6; 1B-2A-34-2-1; and 60B-2-4-6-39; (e) respond within 24 hours of notification of operational use; and (f) provide engineers and technicians with a SECRET level clearance in accordance with Industrial Security Manual (DoD 5220.22M) by contract award. (2) Evidence that the contractor has: (a) engaged in this type of weapon contractor support for at least 2 years; (b) successfully managed and maintained professional support to customers for at least 2 years [submit names, addresses, and phone numbers of references and a point of contact for each]; (c) the necessary equipment, data, personnel, repair facilities and financial resources to fulfill the requirements of a contract; and (d) the experience and capability to accomplish the systems engineering, maintenance and repair efforts required in a contract. Firms responding to this notice should indicate their size in accordance with the size standard; ensure that the company name, address, a point of contact, Federal CAGE Code and business size are included in the capability package. The capabilities packages should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Potential teaming and/or subcontracting arrangements should be identified and responsibilities delineated. The response should not exceed 10 single-spaced, 10 point typed pages. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting point of contact identified above.
