Description
This amendment extends the closing date of the solicitation until 11 March 2011 at 2:00pm EST. The forthcoming CBA will be provided (upon availability) via subsequent amendment. DHS FPS Region 3 has a requirement to obtain protective security officer (PSO) services at over 30 federally owned or leased facilities in the Philadelphia Metro Area. A competitive 5-year indefinite delivery-indefinite quantity (IDIQ) contract consisting of a 1-year base and four 1-year option periods for PSO services is contemplated in order to maintain continuity of operations, and ensure that FPS meets its mission requirements of safeguarding federal employees and federal property, as well as citizens at these locations throughout the Philadelphia Metro Area. The required class of security guard services is Guard II, and the Government requires a mix of fixed and roving, armed PSOs, providing interior and exterior coverage, with some posts requiring 24-hour coverage across the 33 locations. These essential security services include access control to facility entrances and exits, employee and visitor identification checks, monitoring security equipment, and roving patrols of the interior and exterior of federal facilities. This requirement will be satisfied through a task order acquisition and will result in full and open competition. The Northern American Industry Classification System (NAICS) code for this requirement is 561612, which falls under the scope of Protective Guard Services. The anticipated period of performance for this IDIQ encompasses a base period of twelve months, 01 September 2011 to 31 August 2012 and includes four (4) 12-month option periods.
