- The government intends to award a sole source acquisition to Trustees of Dartmouth College for Entrepreneurial Training for Native Americans, in accordance with FAR 6.302-1(b)(1)(i). The Bureau of Indian Affairs, Office of Indian Energy and Economic Development (IEED) have a fiscal responsibility to develop programs which promote economic growth throughout Indian country. As part of its long-term program performance goals - "to advance quality communities for American Indians and Alaska Natives by promoting their economic vitality - IEED will increase Tribal business knowledge." As a part of its Royal Charter in 1796, Dartmouth College was charged with the responsibility to educate Native Americans. Tuck Business School at Dartmouth College has developed a unique business education curriculum, specially developed to address the educational needs of Native American business enterprise. IEED and Dartmouth College have partnered together to develop a business retreat, which will provide Native American tribes with business and economic development services. The retreat will feature the course, "Building Successful Native American Businesses." This course was specifically developed by the Tuck Business School for the Bureau of Indian Affairs, and the school is uniquely qualified to offer this service. The retreat will feature four, three-day retreats which will take place between April 2011 and August 2011. This notice of intent to award sole source will create a contract for 5 year contract. Interested persons may identify their interest and capability to respond to the requirement, or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within three days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information received in response to this announcement will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No formal solicitation shall be issued.
