Description
This is a synopsis for a commercial acquisition using simplified acquisition procedures under FAR Part 12. THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFQ/RFP IS POSTED TO THIS WEBSITE. The RCO Stuttgart, 409th Contracting Support Brigade (Europe) has a requirement for services to study and develop rainwater usage for irrigation within the USAG Stuttgart. Proposed rainwater usage studies require the design of components of complex systems that utilize storage, including catchment areas, conveyance systems, and storage and distribution systems. In detail it is required to carry out Site Analysis, Calculations to calculate the monthly supply and demand; size the storage container; calculate the return of investment (ROI) and the payback period and include all the findings in a feasibility report. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items and non-personal services necessary to perform the study as defined in the Statement of Work posted with the solicitation W912PE-11-T-7006. The period of performance is expected to be a six (6) months period starting 1 April 2011 through 30 September 2011. It is estimated to have a workload data of 530 working hours within the 6 months period. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No. W912PE-11-T-7006 will be issued as a Request for Proposal. It is advertised with a Standard Industrial Code (SIC) of 8748, business size of $7.0 Million and a North American Industry Classification System (NAICS) code of 541620. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation will be issued electronically on or about Thursday, 25 February 2011 at https://acquisition.army.mil/asfi/gov. Proposals may be submitted via hard copy, fax (0711-729-4140), or e-mail. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED FOR ANY REASON. Anticipated award date will be on or around 22 March 2011.
