RFI Number DOL111RI21203 Notice Type: Request for Information (RFI) THE U.S. DEPARTMENT OF LABOR/OWCP/DEEOIC--DISTRICT OFFICES MEDICAL CONSULTANTS Synopsis The United States Department of Labor (DOL) is conducting market research for an upcoming procurement requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to provide DOL with Physicians as consultants for District Offices located in Colorado, Ohio, Florida, and Washington, to review cases pertaining to Department of Energy former and current workers claiming compensation under EEOICPA, 42USC. DOL is anticipating the resultant contract to be a Single Award Indefinite Delivery, Indefinite Quantity. The North American Industry Classification System (NAICS) code for this request is 621111, Medical Doctors, except mental health. The small business size is $10 million. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; HUBZone small business; service-disabled, veteran-owned small businesses; 8(a) small business; women-owned small business; or small disadvantaged business in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. Introduction DOL is requesting information from vendors regarding their capabilities to provide the recruitment and maintenance of physicians as consultants for the District Offices in CO, OH, FL, WA for reviewing cases pertaining to the Division of Energy Employees and Illness Compensation (DEEOIC). Cases for review are sent to the District Offices from anywhere in the United States. Background on the Program The Energy Employees Occupational Illness Compensation Program (EEOICP) provides benefits authorized by the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). Under the Office of Workers' Compensation Programs (OWCP), the Division of Energy Employees Occupational Illness Compensation (DEEOIC) is responsible for the adjudication and administration of claims. This division includes: •ü Four (4) District Offices that process incoming claims. These offices are located in Cleveland, Ohio; Denver, Colorado; Jacksonville, Florida; and Seattle, Washington. •o Each district office employs a Medical Scheduler, who has the responsibility to process and track all physician referrals and to ensure prompt payments of bills. •o A National Office Coordinator maintains a physician database and works with the district offices to assign case referrals to qualified physicians anywhere in the United States. •o A DEEOIC Medical Director and an OWCP Medical Director are located in the National Office. •ü The Final Adjudication Branch (FAB) maintains a central office in Washington, DC as well as offices co-located in each district office. The function of the FAB is to review each recommended decision from the district offices. •ü National Office staff located in Washington, DC provide administrative leadership, policy guidance, planning, budgeting, etc. General Requirements The contractor will: •ü Develop a tool for recruitment and oversight of physicians providing case review. •ü Ensure the participating physicians meet professional qualifications. •ü Coordinate physician review of case files for the purpose of obtaining medical opinion on causation, impairment, and other relevant medical matters. Comply with the applicable provisions of the Privacy Act of 1974 and assure the security and confidentiality of claimant medical records. Physician Requirements •ü Possess a M.D. degree or a D.O. degree. •ü Hold an unrestricted medical license to practice medicine. •ü Possess Board certification in their respective specialties by the American Board of Medical Specialties or by the American Osteopathic Association. •ü Meet eligibility criteria required by DEEOIC to perform impairment ratings ( e.g., training specific to impairment assessments, experience in impairment assessments, and/or certification). •ü Have computer skills. Medical Specialties In addition to Occupational Medicine specialists, the program frequently utilizes physicians with expertise in pulmonary diseases, oncology, hematology, neurology, dermatology, pathology, urology, medical toxicology, and other internal medicine subspecialties. The Role of Physicians The role of the physician is to provide assistance to the DEEOIC by reviewing and evaluating the medical evidence of record and providing medical opinions regarding various aspects of selected compensation cases. Physicians do not perform examinations. Physicians do not review every case, rather claims examiners seek medical input for selected cases. Such input may include: •ü Causality issues involving the work relatedness of a given disease, whether exposure to particular toxic substances at work caused, contributed or aggravated the disease, the role of the covered illness in the death of a claimant; the appearance of secondary or consequential diseases or injuries, etc. •ü The explanation of treatment modalities, the interpretation of clinical test results, assistance with establishing or confirming a diagnosis and the clarification of other physicians' reports. •ü Determining the level of impairment in a given case in accordance with the American Medical Association's Guides to the Evaluation of Permanent Impairment, 5th edition. •ü Assessing an individual's ability to work during a given time period, as it relates to the covered condition. Physician Reports Must: •ü Address the specific question(s) posed in the request. •ü Use the specific language used by the DEEOIC. •ü Provide a fully developed and fully rationalized report within established time frames. •ü Perform a search of the relevant peer-reviewed literature. Instructions and Response Guidelines Instructions and Response Guidelines The response must demonstrate that the respondent has the capabilities, experiences, qualifications and skills to meet the requirements listed above in the RFI. Briefly, provide experience and past performance for qualified, prime respondents. Partner or team member capabilities should also be included. Responses to this RFI shall not exceed 15 pages, must be viewable with Microsoft Word 2003, and printable on "8.5 x 11" paper. Responses must use 12 point font, the margins of each page should be at least ½ inch, and each page should contain a page number. This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted, for the vendor-sponsored demonstration or the Government's use of such information. Sources responding to this Sources Sought should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this Request for Information or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with DOL111RI221203, and are due no later than 3:00 P.M. (EST) on 8 March 2011. Telephone calls regarding this RFI will not be accepted. The government reserves the right to compete any acquisition resulting from this survey among small businesses or to make an award to an 8(a) firm, based on the responses received.
