Description
Statement of Work Operational Emergency Medicine Skill Course (3-Day) (68W) 1. Accreditation: a. Due to sensitive nature of this training the vendor must have the following accreditations (without exception): 1). Vendor must have written USDA licensure as a research and training organization. 2). Vendor must be certified by the Department of Defense Veterinary Services Activity (DODVSA). 3). Vendor must be accredited by the Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC) International, which is the highest level of accreditation available. This accreditation is not negotiable. 2. Training Course Requirements: a. This course of instruction is designed to advance the knowledge, confidence, and competence base of the units' 68W by enhancing their individual and collective abilities to react to battlefield injuries, continue care in the possible absence of the higher medical care, and sustain life for prolonged periods of time in hostile environments. b. The vendor will provide special effects coverage that will include: 1). 350-650 watt speaks for battlefield simulation sounds 2). OSHA approved smoke generation capability c. Course of instruction will include all current CoTCCC guidelines pertinent to tasks trained and lessons learned from the field. d. Vendor must submit a course training syllabus for technical review. 3. Classroom: a. Vendor must provide all medical training supplies to support classroom mini-labs and a printed course handout. i. A list of specific medical logistics items required for didactic mini-labs and practical application training will be attached as air-bag page 1 and 2 b. Vendor is responsible for all audio visual support. c. Didactic lessons must include; i. TCCC Concepts 1. Care under Fire (Didactic) 2. Tactical Field Care (Didactic) 3. Casualty Evacuation Care (Didactic) 4. MEDEVAC Request Procedures (Didactic) ii. Hemorrhage control 1. Tourniquet application (Didactic/Mini-Lab) 2. Hemostatic agent application (Didactic) 3. Pressure Dressing Lab (Didactic/Mini-Lab) iii. Airway Management 1. Manual Airway Maneuvers (Didactic/Mini-Lab) 2. NPA Placement (Didactic/Mini-Lab) iv. Respiratory Management 1. Treatment of sucking chest wounds (Didactic/Mini-Lab) 2. Recognition of tension pneumothorax (Didactic/Mini-Lab) v. Splinting and Bandaging vi. Hypothermia Management vii. Casualty Assessment viii. Blast Injury ix. Burn Injury x. Wound Ballistics xi. Vehicle extrication 4. FTX Training Specifications: a. Casualty Ratios/Specifications: Casualty Ratios: Below outlines the minimum casualty to student ratios. b. Skill Development Training Specifications: i. Skill development training must reinforce and mirror the didactic lessons taught during Day-1 (Classroom). ii. Burn, ballistic, and blast injury patterns demonstrations must be included in this section in preparation of scenario training on day. c. Scenario Training: i. Vendor must be able to support scenario based training from 0600-2200 on day-3 of the course. ii. Scenarios must incorporate; Care Under Fire, Tactical Field Care, Casualty Evacuation, CASEVAC/MEDEVAC request, Non-tactical emergencies and prolonged field care. iii. Vendor must be able to support, at a minimum, (8) special effects supported evolutions during the (8-16) hour. iv. Vendor must have the necessary capabilities and experience to conduct night training evolutions. 5. Student Critiques/Quality Assurance: a. Vendor must have in place a course critique system after each days training. b. All course critiques must be handed over to unit leadership at the completion of training. c. Vendor must have an in place remediation system to ensure all critical training benchmarks are reached.
