Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Army Test and Evaluation Command (ATEC) Mission Support Contracting Activity (AMSCA), Fort Hood, Texas has a requirement for the production of battery packs and the battery housing units. A Firm Fixed Price requirements delivery order contract award is contemplated. The solicitation is issued in accordance with FAR Part 12 and FAR Part 16 and evaluated in accordance with FAR Part 12.602 and FAR Part 13. This acquisition is being conducted in accordance with FAR 13.5, Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested. The solicitation number for these requirements is W9115U-11-R-0004. The solicitation is issued as a request for proposals (RFP). This acquisition is set-aside 100% for small business concerns. The requirement consists of the following: CLIN 0001 Battery Packs: fabrication of battery packs consisting of twelve (12) double A (AA) NIMH rechargeable batteries for a total of 14.4V, 2500 mAh, 2x6 with dimensions measuring 3.5 inches x 4 inches x.55 inches with a number eighteen (#18) gauge wire leads, 6 inches long, one (1) RED (positive) and one (1) BLACK (ground) extending 6 inches outside the battery pack with ends taped to prevent shorting. Batteries will be held together with.006 inch shrink wrap 2 ways from top to bottom and side to side. Batteries will be labeled with the date of manufacture, voltage and amperage. The battery packs shall be fabricated in accordance with the attached specifications, Reference Drawing #1. The maximum order limitation of the contractor's obligation to deliver is 2000 units. It is estimated that the total maximum quantity in this solicitation, and resulting contract, is approximately 7000 battery pack units over a 2 year period. The estimated lead time for delivery is 45 days from receipt of order. This estimate is not a representation to an offeror that the estimated quantity will be required, or ordered, or that conditions affecting requirements will be stable or normal. The associated North American Industry Classification System (NAICS) code for this item is 335911, with a Standard Industry Classification (SIC) code of 3691. The Small Business size standard for this requirement is 500 employees. Applicable drawings are available for reference on the attached solicitation document, Reference Drawing #1. CLIN 0002 Battery Housing Units: fabrication of battery housing units made of inch 6061 aluminum. A cover plate shall be made of 1/8 inch 6061 aluminum that shall be attached with six (6) 4-40 x inch Phillips pan-head screws. The housing unit shall be fabricated in accordance with the attached specifications. The maximum order limitation of the contractor's obligation to deliver is 750 units. It is estimated that the total quantity in this solicitation, and resulting contract, is approximately 1400 housing units over a 2 year period. The estimated lead time for delivery is 45 days from receipt of order. This estimate is not a representation to an offeror that the estimated quantity will be required or ordered, or that conditions affecting requirements will be stable or normal. The associated North American Industry Classification System (NAICS) code for this item is 332999, with a Standard industry Classification (SIC) code of 3499. The Small Business size standard for this requirement is 500 employees. Applicable drawings are available for reference on the attached solicitation document, Reference Drawing #2. The Government reserves the right make multiple award(s) resulting from this solicitation. The resulting contract(s) will be for a two year base period with no options. Offerors may make an offer on the CLIN 0001, CLIN 0002, or both. The government intends to issue a Requirements Contract(s) to the responsible firm(s) who submits offers in accordance with this solicitation. Award(s) will be made to responsive offers conforming to the requirements of this solicitation offering the lowest price technically acceptable (LPTA). In conformance with this solicitation, all offerors shall submit the following to be considered for an award: a copy of ORCA certifications if representations and certifications have been completed electronically via the ORCA website at https://orca.bpn.gov. If offeror's intend on providing this opinion, offerors shall submit a completed copy of the provision at 52.207-4 along with the proposal. It is a Department of Defense requirement that Offerors must be registered in the Central Contractor Registry (CCR) located at www.ccr.gov to be considered for award.
