- This is a pre-solicitation / synopsis notice. The RFQ will be issued in conjunction with this notice. This RFQ is a 100% small business set-aside under NACIS 621999. The Central Arkansas Veterans Healthcare System is seeking a complete cardiac event monitoring service to detect cardiac arrhythmia in both inpatients and outpatients. The contractor shall provide monitoring devices (to be included in the cost of the services) and a centralized monitoring service with a 24-hour ability to receive telephonic transmissions from patients with event monitors. The contractor will be able to provide different single or dual channel event monitor devices that operate in a looping mode or event mode and that are attached to the patient through removable electrodes or a handheld device that can be held to the patient's chest to record ("King-of-hearts" or equivalent technology). The contractor shall provide stock event monitors and services to the patients of Central Arkansas Veterans Healthcare System, Little Rock, Arkansas and to the patients at our outreach clinics (Conway, El Dorado, Hot Springs, Mt. Home, Mena, Pine Bluff, Russellville, Searcy, Arkansas) and provide mail service to directly send units to the patients. There will be the capability for the contractor to immediately call a responsible clinician upon receipt of a high risk event recording. There will be the capability for the contractor to notify the appropriate EMS system upon receipt of a high-risk event recording. A high-risk event recording must be definable by the referring physician(s). The contractor will be able to provide reports of events to the referring physician(s) by fax, mail or secure Internet connection with user log-ins and auditing. The time frame for the report to be submitted to CAVHS will be 2 weeks post 30 day cardiac event monitoring. The report will be submitted hard copy but must be available afterhours via online access through e-management for CAVHS providers to view patient's abnormal cardiac monitored event(s). Anticipated usage: 25-30 units per month for the entire Central Arkansas Veterans Healthcare System. This solicitation will close on or about 3/23/2011 at 4:30 pm (CST). Contractors are responsible to download and acknowledge any changes to the solicitation, and amendments posted prior to any closing date
