Description
COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) and is being issued as full and open and the request is for one (1 ea) fully operational, stand-alone, compact, high performance inertially stabilized long range Day/Night (EO/IR) camera system especially configured for use on aerostats. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-38, Effective 31 Jan 2011. The government requires the following items, SEE DESCRIPTION/SALIENT CHARACTERISTICS BELOW. All responsible sources for this equipment may submit a quotation which shall be considered. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The North American Industry Classification System (NAICS) code for this requirement is 334511 with a small business size standard of 750 employees. 1. Description/Salient Characteristics: CLIN 0001: This requirement is for the purchase of one (1 ea) fully operational, stand-alone, compact, high performance inertially stabilized long range Day/Night (EO/IR) camera system especially configured for use on aerostats. System must be capable of being mounted, installed, and integrated on to a USAF Tethered Aerostat Radar System (TARS) 420K balloon platform. System must be able to operate off of available on-board power. TARS uses an on-board 400Hz 120V AC 3 phase power generator system. Required to operate from 0' to 15,000' MSL. Power consumption for airborne equipment items should not exceed 300 Watts Total weight for airborne equipment items should not exceed 175 lbs Video Output: NTSC/PAL Full motion video Turret mechanical movement: 360 degrees continuous in Azimuth; +20 to -100 degrees in elevation Cameras, turret, and all electronics (except for remote control/display equipment) will be airborne. All airborne equipment must be environmentally enclosed/protected. When eventually installed on a TARS, the airborne equipment will be exposed to the environment. System must include available documentation, i.e., user manuals (install/maint/ops/etc.). Camera system operational capabilities both EO and IR: Detect and classify a human target @ 10km or greater Detect and classify a SUV style vehicle @ 20km or greater CLIN 0002: Requirement is for one (1 ea) commercial, FCC approved wireless communications system to remote control the camera system and to bring video down from the balloon and display it. Required operational distance for the wireless comm. system is 0km (balloon moored to TARS site) up to 35km (balloon aloft to closest BP Station). Comm system must work in the TARS operational environment, i.e., aerostat is moving in the wind in relation to the stationary distant end (BP station). Airborne portion of comm. system must be lightweight, use available TARS power, and be environmentally enclosed/protected. Comm system must be plug/play compatible with the camera system (CLIN 1). Ground portion of comm. system will use standard US 120vac 60Hz. System must include available documentation, i.e., user manuals (install/maint/ops/etc.). Evaluation: Award will be made on the basis of the lowest priced quote meeting or exceeding the salient characteristics listed in paragraph 1 of this solicitation. Delivery must be in full by the required delivery date. The Government may make multiple awards in order to obtain the best overall value for the Government. The Government reserves the right to award a single award or make multiple awards in order to obtain the overall best value for the Government. Incomplete quotes will not be evaluated and will be rejected to the offeror. 3. Delivery Location(s): As stated above in paragraph 1. Prices must be submitted based on FOB Destination CONUS and OCONUS which means the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. 4.
