- Sources Sought Synopsis/Request for Information: THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE. Wright-Patterson Air Force Base, OH anticipates a competitive acquisition to provide the following item: Quantity of six (6) sweepers to support flight line operations with the following: diesel engine for primary and auxiliary functions, fail safe to compensate for low oil pressure as well as high engine temperature, electronic actuator control for engine speed instead of cable components, stainless steel muffler and exhaust pipe, fuel tank minimum size of 50 gallons, air intake that draws air from top of vehicle, step-up gear box fan, highly maneuverability with a wheel base not greater than 140 inches, a minimum of 8.0 cubic yard debris hopper, remote capability allowing driver to dump hopper outside of cab, a minimum dumping angle of 50 degrees, 500 gallon water capacity with a hydraulic pump, 2 hydraulic driven gutter brooms with a minimum coverage of 40" per broom, and variable speed broom controls and cab down pressure controls for the sweeper gear. This is a brand name or equal requirement. Make/Model: Allianz Johnston RT655. Information is being collected from all potential sources at this time. Firms responding should indicate whether they are a large business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business small business (HUBZone). The North American Industry Classification System (NAICS) code for this action is 333298, size standard of 500 employees. Please indicate number of employees relative to the standard of 500. All prospective contractors must be registered in the Central Contractor Registration (CCR) database to be awarded a DOD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the cost of contract performance incurred for personnel as stated in Federal Acquisition Regulation (FAR) clause 52.219-14. Additionally, firms having GSA schedules should indicate their GSA schedule number in their responses. FAR 19.001, Non-manufacturer Rule is applicable to this requirement. The Non-manufacturer rule means that a contractor under a small business set-aside or 8(a) contract shall be a small business under the applicable size standard and shall provide either its own product or that of another domestic small business manufacturing or processing concern (see 13 CFR 121.406).
