Description
To promote early exchange of information with industry in accordance with FAR 15.2, Naval Air Systems Command, Aircrew systems (NAVAIR-PMA202) of Patuxent River, Maryland is issuing this Request for Information (RFI). NAVAIR is requesting information from industry to identify potential candidates to fill future survival item and clothing needs. NAVAIR-PMA202 seeks information on commercially available Survival Items, Fire-Resistant Military Clothing and other commercial items for Naval and Marine Corps Aviators, Aircrew, and Flight Deck Personnel. These items may be considered as possible replacements, alternatives or optional items for the current US Navy and Marine Corps standard issue equipment and clothing. The primary function of the survival items is to provide enhanced survivability for Aviators both during missions and post egress survival situations. Examples of such items would be: NVD compatible lights, signaling devices, hand held global positioning systems, knives, fire starters, multi purpose tools, water purification devices, hydration carriers and concentrated nutrition. All items should be efficient, compact, lightweight, water resistant, affordable and use common, commercially available batteries as a power source if needed. The primary function of the clothing is to provide fire resistance, moisture management, and environmental protection for Navy and Marine Corps Aviators, Aircrew, and Flight Deck Personnel. Examples would be flight coveralls, cold weather clothing, undergarments, anti-exposure suits, flight deck jerseys, and flight gloves. Other items may provide a particular capability for Navy and Marine Corps aircrew in flight. Specification sheets, drawings, photographs, and samples are requested from all interested sources at no cost to the Government. Product information shall be submitted at no expense to the Government and will not be returned. Proprietary data MUST be marked on a page-by-page basis, and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. Interested sources shall state whether their product is available commercially, made domestically of domestic textiles (must be Berry compliant - manufacturers must list the origin and place of manufacturing operations of all components). The North American Industry Classification System (NAICS) code for this acquisition are 339920 - Sporting Goods, 339999-other misc, 424320 - Men's and Boys Clothing and Furnishings Merchant Wholesalers, 424330 - Women's, Children's, and Infants Clothing and Accessories Merchant Wholesalers, 424340 - Footwear Merchant Wholesalers, 315211 Men's and Boys Cut and Sew Apparel Contractors, 315999 - General. There is no current deadline for responses; this is an open ended RFI. All correspondence shall reference the synopsis number N00019-11-P7-ZD127 on the mailing container and all enclosed documents. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Respondents must clarify if their firm can provide commercial or non-developmental items that could be modified, or the technology and expertise for development, to meet the Government's needs.
