- The Department of Veterans Affairs is seeking construction contractors to Design and Build - renovate Building 207B at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV. Project Number is 613-11-104. Competition for this procurement is restricted to Service Disabled Veteran Owned Small Businesses SDVOSB. The contractor shall provide all labor, tools, materials, equipment, supplies and supervision necessary for the design and construction of single and multiple occupant offices, male and female accessible toilets, mechanical rooms, main entries, receptionist area, storage rooms, conference rooms, work rooms, a break room, a distance learning room, video lab, and office equipment/copy areas. The VA Design Manual shall be the reference for standards concerning the design and renovation for all VA projects, page 8 provides guidance for Infection Control, room finishes, doors and hardware schedule specifically addresses current interior finish standards. The contractor and his/her AE will investigate and include recommendations for energy saving alternatives to include the following: a. perform energy modeling and life cycle cost analysis (LCCA) for the thermal sizing of mechanical equipment and envelope design, b. include feasibility study for a ground source heat pump HVAC system, c. include evaluation of dedicated minimum outside air, to include energy recovery ventilation (ERV) for the minimum 1 ACH outside air. This should also include the feasibility of using UVGI for recirculation of 3 ACH, d. along with day lighting of corridor, consider dual technology occupancy lighting sensors, with dimming for window offices, possibly for minimum outside air unit, e. envelope design to conform, at a minimum, the recommendations of ANSI/ASHRAE standard 90.1-2007. Specifically include the VA Sustainable Design and Energy Reduction Manual as an applicable reference. Commissioning is not recommended on this scale of project. No third party certification (LEED Silver or 2 Green Globes) is required. Base Bid will include plank flooring or directional wood-grained, non-cushioned sheet flooring (width: 6'ft, nominal thickness: 2.34mm non-cushioned) in the corridors and entry. Storage rooms, copy, and break rooms shall have VCT finish flooring. Toilets shall have ceramic tile floors and wainscot. Offices shall have 24' square carpet tile and also geothermal heat pump system. Alternate Item 1 will include all in the base bid except install standard sheet vinyl flooring in lieu of plank flooring. Alternate Item 2 will include all in the base bid except install a standard heat pump HVAC system that complies with ASHRAE 90.1 2007 in lieu of a geothermal heat pump system. Work shall include general construction, floors, mechanical and electrical work, structural if required, utility systems and other work as described in the specifications and on the drawings. The estimated cost range is between $500,000-$1,000,000. The firm must be a General Construction Firm approved under NAICS Code 236220/Size Standard $33.5 million. The offeror shall obtain any and all necessary licenses or permits required to perform the work in the State of WV. All A/Es stamping drawings must be registered in the State of WV. Prospective contractors MUST be registered and certified in the following webiste: http://www.vip.vetbiz.gov; http://www.ccr.gov and https://orca.bpn.gov to be eligible for award. The contracting officer is not responsible for incomplete Joint Ventures. Each of the parties of firms qualifying as a joint venture under the SDVOSB program must be a small business and one of the parties, the managing particpant, must bena SDVOSB. the Joint Venture Agreement (JV Agreement) must be completed at the time of the bid opening and conform to JV requirements. JV Agreements should be submitted WITH the bid. Offers will be accepted from only responsible/responsive contractors. Technical Evaluation Criteria for this solicitation are as follows: Construction Management including corporate project experience, personnel experience, technical/management approach, Past Performance, 3. Schedule, 4. Cost. If technical proposal are essentially equal, award will be made on the basis of the lowest cost. The project duration is expected to be fourteen weeks for design (after receipt of NTP for design) and 231 calendar days for construction (after receipt of NTP for construction). Prospective contractors may acquire solicitation documents, which are only available in pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov (to access export controlled solicitation, vendor must have an MNPN in CCR, a DUNS number and must be registered in FedBizOpps). A pre-proposal conference is scheduled for March 16, 2011 @ 10:30 am in Building 308B, VA Medical Center, 510 Butler Avenue, Martinsburg, WV. Solicitation documents will be available on or about March 4, 2011. Approximate proposal due date is April 19, 2011. Award of a firm fixed-price design and construction contract is anticipated to be on or about May 24, 2011. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposals received. Please consult the list of current viewers if you cannot open a file.
