- Request for Information: Reference Laboratory Specimen Courier Services THE PURPOSE OF THIS RFI IS SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE SOLICITATION. The Veterans Affairs ("VA") Des Moines Division requests your response to this Request for Information ("RFI") for VISN 23, Des Moines VA Reference Laboratory Specimen Courier Services, hereinafter referred to as "Courier Services" for the transportation of Laboratory specimens from the five (5) Community-Based Outreach Clinics (CBOCs) located in Knoxville, Mason City, Marshalltown, Carroll and Fort Dodge, Iowa to the Des MoinesVA, daily. This request for information is in support of a market survey being conducted by the VA to determine qualified sources capable of performing the Courier Services and to solicit comments on the draft Performance Work Statement. The North American Industry Classification System Code is 492110 - Couriers and Express Delivery Services. The small business size standard is 1,500 employees. Purpose of the contract: The purpose of the contract is to provide the Des Moines VA timely Laboratory specimen transportation from the CBOCs to the Des Moines VA. Scope or mission of the contract: The mission and scope of this contract is to provide the safe and timely transportation of laboratory specimens in accordance with the draft Performance Work Statement, (Attachment 1) within the timeframes shown therein. Place and period of performance: Courier services are to be provided from the CBOCs to the Des Moines VA daily on normal business days. Specific locations and times are shown in Attachment 1. The contract is anticipated to have a one (1) year base period with four (4) option years. Background: The Des Moines VA Pathology Department has a system of delivery schedules and times to ensure laboratory specimen integrity and adequate turn-around times. Attachment 1 provides the locations and schedules necessary to meet the Des Moines VA's requirements. The VA envisions a system where the contractor will provide the scheduled pick-up of laboratory specimens and deliver the specimens to the Des Moines VA within the required timeframe. Two of the delivery schedules are to be determined as they have a locked vestibule where the coolers can be obtained after hours. The Des Moines VA and CBOCs are responsible for all packaging of the specimens into transport coolers. All coolers will be sealed by the VA before pick-up. The coolers are to stay sealed and unopened during transportation. Normally, one cooler is transported but up to two coolers may be transported from one location at any given time. Transport coolers must be properly contained and secured while in transport and cannot be transported in the open. Any information provided in response to this Request for Information will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected. Responses to this Request for Information are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. Attachment 1 is the DRAFT Performance Work Statement. Please provide any comments you have on this DRAFT document. Of particular interest is any specification or requirement that may preclude you from bidding on the forthcoming Solicitation. The VA does not represent that any specific comment or suggestion made by you will be incorporated into the final Performance Work Statement. The VA is gathering your comments and suggestions for review, but ultimately a decision regarding the requirements contained in the final Performance Work Statement is held strictly within the discretion of the Department. Additionally, the VA requests responses to the following questions: 1.Responses to this announcement should indicate whether the respondent is a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business or historically black college or university. 2.Responses should include a copy of the entity's Central Contractor Registration. The Central Contractor Registration is located at https://www.bpn.gov/ccr. 3. If an entity proposes that they are a veteran-owned small business or service-disabled veteran-owned small business, include verification of whether they are registered in VetBiz, The Center for Veterans Enterprise Web Portal located at http://www.vetbiz.gov. The VA requests that you limit your response to no more than 10 pages. Do not incorporate product brochures unless you find it necessary to address a specific issue you take with the DRAFT Performance Work Statement. Pursuant to FAR 52.215-3, your attention is required to the following provision: REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This request for information is issued for the purpose of gathering information regarding the medical specimen courier industry and to request comments on the attached DRAFT Performance Work Statement. Comments received may be used to review and revise the DRAFT Performance Work Statement when developing the final forthcoming Solicitation. Responses must be received no later than 3:00 CST, March 11, 2011. Request for Information responses received after the time and date specified may not be considered in the final Performance Work Statement.
