Description
Vendor Letter. Solicitation Document Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, United States Penitentiary Lee, Virginia, for the acquisition of subsistence / dry food for this facility for the upcoming quarter. The orders will need to be delivered by no later than April 15, 2011. This package contains all the necessary information for submitting a request for quote for evaluation. In submitting the request for quote, vendors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. All potential offeror(s) are advised that this solicitation includes the clause FAR 52.212-4 (Oct 2003) for Commercial Items, Central Contractor Registration (CCR). This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the CCR database. Offeror(s) should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee=s DUNS number into the CCR database. As of January 1, 2005, all potential offeror(s) are required to complete the annual representations and certifications electronically via the On-line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. This information is included in this solicitation in the provision FAR 52.212-1 (Jan 2005) Instructions to Offeror(s) - Commercial Items. Once you have completed the ORCA requirement, you are no longer required to submit 52.212-3 Offeror Representations and Certifications with your quote. Failure to complete either of these registration procedures outlined in this solicitation, may result in elimination from consideration for award. The Government reserves the right to award item by item, by groups of items, or by aggregate, whichever is advantageous to the Government. The Government will award to the responsible offerer(s) whose offer, conforming to the solicitation, is considered to be the best overall value to the Government, in regards to price, delivery, and past performance. Individual credit card orders will be issued for all items under $30,000 in aggregate. Purchase orders will be issued for orders totaling $30,000 or more in aggregate. This solicitation will be made available on or about February 23, 2011, and will be posted to the Federal Business Opportunities website, http://www.fbo.gov. This site provides all downloading instructions on how to obtain a copy of the solicitation. Hardcopies of the solicitation will not be available. This solicitation is unrestricted and all interested parties are encouraged to submit a quote. Interested parties are responsible for monitoring the Federal Business Opportunities website to ensure they have any available updates to the solicitation. The anticipated award date is March 13, 2011. Award notices will be posted to the Federal Business Opportunities website. Each offeror shall carefully read and review each line item offered for bid, paying close attention to the size of the container, description and number of units of issue, etc., requested prior to offering your price. If you need to offer a substitute, please indicate the changes for the item you are bidding on.
