Description
U.S. Army Corps of Engineers (USACE) plans to issue a Request for Proposal (RFP) for the construction of the Auditorium and Training Facility at Ft Detrick, MD. Construct alterations to Bldg 1520 for use as a 350-seat community Auditorium (10,125 square foot) and to expand the existing Education Center (18,500-square-foot). Auditorium renovations include lobby, storage, back stage space, and restrooms. The renovation includes lobby, storage, back stage space, and restrooms for the auditorium. The education center includes both general and special purpose classrooms, offices, storage and a direct corridor connection to the adjacent existing library and other community support activity space. The renovation should be designed in a modular fashion to facilitate multi-purpose use. One egress stairwell, fire exits, and handicap access will be provided. The project includes new HVAC, electronic security and information systems; and extending the existing electrical, plumbing, and fire protection systems into the new second floor. Heating will be provided by a gas-fired furnace, and cooling will be provided by a self-contained unit. Required utilities service is available within the 5-foot line of the existing building. Existing systems are adequate for water, sewer and electric service. Underground cable will be added for information systems. Required antiterrorism and physical security measures for the alteration of Building 1520 will be implemented under a previous project and include reorganization of parking and vehicular circulation to and around the building; constructing 12" perimeter curbs 30 feet from the building to limit vehicular access; the provision of a controlled, fenced and gated loading area to the rear of the building; the application of heavy metal lath reinforcement under brick veneer to the exterior walls of the building; and the addition of protective Mylar to all windows. Energy Management Control System (EMCS) will be provided with the facilities added. Comprehensive building and furnishings related interior design services are required. Demo two buildings, 611 (Strough auditorium) and 718 (Community Activity Center). The proposed procurement is a single phase, construction, best value procurement competition open to all 8 (a) program participants with NAICS code 236220 (small business size standard of $33.5M).. The solicitation will be available on or about 4 February 2011. Estimated cost of the construction will be between $5,000,000.00 and $10,000,000.00. Construction duration is 730 days from receipt of notice to proceed. The project will be designed in accordance with criteria, UFC 4-0100-01 Anti-Terrorism/Force Protection, Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG), and applicable energy conservation legislation. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) System.
