Description
REQUEST FOR INFORMATION Federal Law Enforcement Training Center (FLETC), Glynco, GA Glynco Satellite TV Equipment and Services DESCRIPTION This announcement constitutes a Request for Information (RFI). The Federal Law Enforcement Training Center at Glynco, Georgia under the Department of Homeland Security is seeking contractors who are interested in providing commercial equipment and services to support the Satellite TV requirements of the FLETC. This notification is a request for information to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for FLETC and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. This is not a request for proposal or invitation for bid. FLETC is also seeking suggestions on structuring of pricing. To be considered as a potential manufacturer/supplier source for this requirement, a contractor will be required to submit technical data verifying capabilities to produce/supply compliant items and services. All costs incurred by the contractor in responding to this request for information will be covered by the contractor. The Government does not intend to pay for any cost incurred by the contractor in providing this information. The contractor will be required to verify to the Government that the services to be supplied meet or exceed the expectations required for sustainment of the tactical communications equipment in the DHS inventory. BACKGROUND The FLETC currently has in place an existing CATV television service for the FLETC Glynco location. The proposed replacement is Satellite Television services. The proposed Satellite TV services will cover FLETC Glynco and Participating Offices (PO) buildings, dorms, and/or common areas, such as classrooms or lobbies. Installation will include five (5) insertion channels for FLETC information. Current State: FLETC Glynco currently has CATV and high speed internet service. The system provides service to approximately 2111 dorm rooms. 312 offices, 35 common areas and 15 high speed internet cable modems. Future State: Satellite television service will be provided by a central head end, and distributed via fiber optic cable and existing coax cable. OBJECTIVE The objective of this RFI effort is to gather information about equipment and services to support proposed Satellite Television services on the FLETC (Glynco) location. This proposed future acquisition implements one of the DHS Secretary's Efficiency Initiatives by establishing a DHS-wide sourcing vehicle for the acquisition of communications equipment and services. The Secretary's intent is to leverage DHS' buying power to receive high volume discounts and the lowest price possible when acquiring communications equipment and services. Services provided shall be on a principle period of performance (PPP) Monday through Sunday, twenty-four hours a day, including Federal Holidays. Contractor personnel may be required to be on-site to support the user during the PPP. During certain times, the contractor may be required to work overtime hours to perform mission essential tasks. DHS Quality Assurance Personnel (QAP) shall approve any overtime requests prior to any overtime work being performed. The contractor may on occasion be required to perform outside of the core hours to support exercises or crisis situations within the United States as directed and approved by DHS QAP. All work required to be performed outside of the core hours will be considered over-time. The local contractor will install the satellite dishes, head end racks, tuners, and multiplexers. FLETC will be providing the space for the head end, the fiber optic cabling to the buildings, the computers for the insertion channels, and the televisions. The Satellite Television provider will provide the installation, satellite dishes, tuners, multiplexers, amplifiers, splitters, and associated cabling for each device. Site Details: The FLETC, Glynco, Georgia site is made up of approximately one hundred and sixty seven (167) buildings spread across approximately one thousand five hundred (1,500) acres. Known Issues: Of the approximately 167 buildings that currently have CATV service, only 75 have single mode fiber, at this time. We currently have the ability to insert up to five channels on the network from our head end. The exterior CATV coax infrastructure on the center is vast and serves almost every building on the center. It was upgraded at no extra cost to the FLETC back in 2004 and is monitored and repaired frequently without prompting or extra cost to the FLETC. The current CATV provider is responsive when trouble calls are placed to service personnel, but have demonstrated past deficiencies when attempting to support installations into new building on the facility. Task Requirements Financial Management: The Government objective is to firm-fixed price equipment and, as much as possible, services/supplies. In the case of services/supplies that cannot be firm-fixed priced, the contractor shall provide all financial management support for the following areas: • Track all Services/Repair Actions • Purchase Order Management • Invoice Expenditures • Monthly Financial Reports Help Desk: The contractor shall provide technical support for service related tickets to include all equipment upgrades. The contractor shall provide a centralized, expert level service desk. The contractor's Help Desk shall: • Be staffed by technically proficient members that are able to diagnose and resolve hardware, software and operational issues related to tactical communications equipment • Escalate tickets to OEM Help Desk or engineering support. Contact the Program Management Office (PMO) if Contractor technicians cannot resolve the service issue. • Support of OEM Help Desk Actions - If a service issue is escalated to an OEM help desk, the contractor shall continue to provide oversight, tracking and reporting on the status of the ticket at the OEM and act as the user's advocate to the OEM when required.  Response Times: Coverage shall be provided during an 8-hour duty day. The contractor may use flex-time; however, coverage must be provided during core duty hours. Requested maintenance shall be supported by technically proficient respondents not more than 10 minutes after the support is requested. • Support actions: The contractor will obtain from the Government an Incident Report (IR/trouble ticket) for failed items from each unit's location. This IR will contain the following information:  The IR Number, a unique identifying number, the unit information, address, point of contact, phone numbers and email address  The failed part name, part number, serial number and end item system.  Description of the problem, symptoms, details of the issue and any troubleshooter action taken. • The contractor will record the above information in a database for tracking purposes and contact the unit to get any additional information required. Upon the faulty equipment being identified and verified by the Government, a replacement part will be processed for shipment to the unit. • Technical support shall be provided during core hours, 5 days/week basis with overtime being authorized as determined necessary by the Quality Assurance Personnel (QAP) assigned to this contract on a case by case basis. Hardware Replacement: The contractor will purchase materials in direct support of the equipment covered under this contract by obtaining prior approval from the QAP via a Material Support Request (MSR). The contractor will make purchases in accordance with established contract procedures. Materials necessary to support this contract may include: • Direct repair materials - Materials necessary to perform repairs to maintain system operations and functionality. • Construction materials - Materials necessary to repair or maintain tower facilities. • COTS software/license costs - COTS software subscriptions, costs associated with COTS software services • Title to Replacement Hardware: Title, license, or any affected "rights to use" (RTU) to any replacement hardware provided by the contractor shall pass to the government upon site acceptance of the hardware. Security Requirements: • This acquisition does not involve access to classified information. Information relevant to this RFI (including design, operating parameters, configuration, frequencies, and features) is sensitive but unclassified (SBU). Services Contractor(s) will be required to develop, implement and maintain a security plan that addresses protection of the information, equipment and facilities associated with this project. The Security Plan requirements will be addressed in the solicitation in a separate document which includes DHS standard security clauses. • Contractor Clearance and Access - Some of the contractor's employees will be required to pass a background investigation. Security clearance and/or background investigation requirements will be included in the Security Plan. • Non U.S. Suppliers - Non-US suppliers may be permitted to compete for this acquisition. This acquisition does not involve access to classified information. The contractor(s) involved in the project will be required to develop, implement and maintain a security plan that addresses protection of DHS information, equipment and facilities. Support: • COTS Solutions - The requirements under this proposed future acquisition will be procured using all available COTS solutions. The requirements are for commercially available Satellite Television equipment and services. Warranty Management: The contractor will administer and enforce all commercial warranties offered by equipment manufacturers and or distributors for parts used in the maintenance effort. Equipment or Software Updates/Enhancements: The contractor will recommend updates/enhancements to equipment that has been identified as critical to extend its life or to ensure more reliable operations. Infrastructure; Operations & Maintenance Services: The contractor will, when required and approved by the QAP, travel to the users' location to provide on-site technical assistance for technical issues, installation, maintenance, minor construction, and/or trouble shooting of problems encountered. Program Management: The contractor shall provide management covering the performance of all objectives covered in this document during the entire period of performance for each order. • Project and Personnel Management. The contractor shall provide project oversight/management as necessary to track, manage, and report on the cost, schedule, and performance status of this effort. • The contractor shall appoint a Program Manager (PM) with sufficient corporate authority to direct, execute, and control all elements of this contract. • Project Management Review: The contractor shall present overall status and a description of delivered equipment, completed services for each order against this BPA in a Monthly Status Report. Labor Categories: It is anticipated that as a minimum the labor categories identified in Attachment 1 will have to be managed by the contractor: Travel: Travel for this effort is anticipated to be cost reimbursable in accordance with Government Joint Travel Regulation (JTR). No profit or fee shall be added. Shipping: Shipping for this effort is anticipated to be cost reimbursable. No profit or fee shall be added. Technical Requirements: • Sustainment and Support Services. The objective of this RFI is to engage contractor support for Satellite TV equipment and services. Additionally, ensure reliable operations for those systems identified in response to this RFI. • The contractor will provide COTS equipment support consisting of help desk function, failure diagnostics, equipment function testing, equipment repair, material purchasing, spares analysis, troubleshooting techniques, shipping and receiving services, inventory management, equipment warranty management, and financial management. Government Furnished Equipment (GFE) or Information (GFI): There will not be any GFE or GFI. Transition Period: There will not be a transition period. RESPONSES Interested parties are requested to submit a summary of their capabilities that will allow them to support the Satellite Television equipment and services requirements of FLETC (Glynco). Please indicate if your company is designated a small business by the Small Business Administration for NAICS 517110. In the body of the email, include a vendor Point of Contact (POC), phone number and email address of the person to be contacted regarding any correspondence between the Government and the Contractor. This person should be a primary contact and capable of addressing questions or issues associated with the submission and content of the Capability Statement. Only electronic submissions will be accepted. Electronic files larger than 5 MB shall be broken down into multiple files with no one file exceeding 5 MB. Each electronic submission shall include: • RFI number and "Capability Statement" in the Subject Line • If the submission includes more than one electronic email, please include the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the Subject Line • Include a brief summary of email content, Vendor name and firm's mailing address • A Capability Statement Questions regarding this RFI shall be in writing and may be addressed to the Contracting Officer, at the following email address, Roger.Holland@dhs.gov. Indicate the RFI number followed by, "Question" in the subject line of your e-mail. The deadline for submitting questions is 3:00 pm Friday, February 25, 2011. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid DHS, please segregate and mark proprietary information. Please be advised that all submissions become the property of the Federal Government, and will not be returned. At the Government's discretion, questions and answers will be posted on the FBO site where this RFI is posted.
