Description
TIB-2011-RFP-0028 CLINs and Pricing Worksheet This is a combined synopsis/solicitation for commercial services and/or supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The solicitation number for this requirement is TIB-2011-RFP-0028 and is hereby issued as a Request for Quote(RFQ) using FAR Part 13, Simplified Acquisition Procedures. The Federal Retirement Thrift Investment Board, Washington DC, requires the following item: Cisco Smartnet Support Renewal. The North American Industry Classification System code (NAICS) is 541511. A firm fixed price contract will be awarded. All interested parties must bid on all items. DESCRIPTION OF REQUIREMENT: Base year plus four (4) options years. FAR 52.212-1, Instruction to Offerors-Commercial Items-ADDENDA OFFER PREPARATION INSTRUCTIONS: (a) To assure timely and equitable evaluation of the offer, the offeror must follow the instructions contained herein. 1) The offer must be complete, self-sufficient, and respond directly to the requirements of this solicitation, 2) Vendor shall use the attached spreadsheet to submit their quotes, 3) Award will be made on an "all or none" basis, 4) Brand name only, 5) Only the original equipment manufacturer (CISCO) or CISCO-authorized and certified partners are eligible to be considered technically acceptable, 6) Offerors shall certify that they are an Authorized Channel as of the date of the submission of their response. Further, offerors shall provide documentation supporting their certification and specialization level required by CISCO to support the product sale. By submitting a response to this solicitation the vendor certifies to source all CISCO products directly from CISCO or through CISCO Authorized Channels only, in accordance with all applicable laws and current, applicable CISCO policies, 7) Successful offeror shall provide the buyer with a copy of the End User License Agreement, and shall warrant that all CISCO components are licensed originally to the buyer as the original licensee, 8) Only new equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. (b) The sole evaluation factor for award is; lowest-price, technically acceptable. The Government intends to evaluate proposals and make award without discussions. Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. In addition, the proposal must list the Company name, address, DUNS number, CAGE code, Federal TIN, and point of contact to include phone number and email address.
