Description
This notice is a sources sought market survey announcement for written information only. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify any potential offerors that are capable of completing this project. Work under this project includes, but is not limited to the deconstruction, removal and recycling of the two (2) multi-effect evaporator units from the water front utility area. The evaporators were constructed in 1989 to convert steam into drinking water, but are now obsolete. The evaporator units need to be dismantled and removed from the installation, with recycling of the metals to reduce the cost to the Navy. The surrounding power and water production facilities must remain in operation during all removal activities, with no damage to these systems allowed. This project is located at Naval Station Guantanamo Bay, Cuba. The evaporators units are constructed of carbon steel support columns and beams, with ancillary aluminum components including stairs, grates, cable trays, supports, light poles, and ladders. The primary condenser vessels are carbon steel shells and interior supports are approximately 15 feet in diameter and 160 feet long. The condensers contain aluminum tubing mounted on the interior support structure. Piping on the evaporator units is a combination of fiberglass-wrapped plastic pipe, stainless steel pipe, and galvanized steel pipe. Several steel chemical storage tanks are included with the evaporators including de-aerators, filters, and ion traps. No asbestos is known to be associated with this equipment. In addition to the recyclable metals found in the evaporators, numerous spools of copper wire may be included in this solicitation for removal. The contractor will provide all the necessary equipment for completing this deconstruction and removal operation including weight handling equipment, cranes, manlifts, cutting tools and compressed gases, trucks, barges and roll-off containers. The Government will not supply any equipment for this contract. Barges or floating platforms may be anchored in the bay next to the site. A temporary storage/staging yard may be provided by the Naval Station for use by the contractor. All current Navy safety instructions must be followed during completion of this work. The magnitude of construction is between $500,000-$1,000,000. The NAICS Code is 238910 with a Small Business Size Standard of $14.0 million. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions in accordance with Federal Acquisition Regulation (FAR) part 19. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal for this project as a prime contractor no later than 24 March 2011. The written notification, which shall not exceed 5-10 written pages, must include (1) positive statement of intent to respond to any future solicitation as a prime contractor; (2) A listing of projects, with synopsis, completed as prime contractor, or major sub-contractor which were completed during the past five years, both for government and private industry (emphasis on Federal Government projects), that are similar in complexity and dollar value to the proposed project, citing the percentage of self-performed work for prime contractor projects. The type of project, dollar value, contract number, location and point of contact are to be included. Relevant projects for this sources sought include major renovation or demolition work on industrial buildings that contain any of the following: environmental waste handling experience for containment of asbestos or lead-based paint, safety requirements that will cover work outside and overhead, and experience working around and within an operational facility in an industrial setting. Projects must have been completed by the offeror within the last five years and have a construction value of $1 million or greater. Renovation projects that do not contain all of the above components shall not be considered relevant. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) Bonding capacity: Provide name of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. Due to the government reserving the right to set this acquisition aside for Small Businesses based on the responses it receives, it is imperative that firms respond with the required information for capabilities to be accurately evaluated. In addition to the information required above, interested Small Business concerns must also submit a completed Sources Sought Information Request Form, see file attachment. Your response to this sources sought announcement must be received by 3:00pm March 24, 2011 via e-mail to gloria.colon@navy.mil.
