- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for a regenerative commercial off-the-shelf rechargeable battery test system that shall have a minimum of 2 stations that can charge and discharge batteries up to 780 V DC at currents up to 280 amperes. This system shall be easily upgradeable in the field and maintained in the field. Delivery will be required FOB destination NSWC Crane 180 days after contract award, with inspection and acceptance at destination. This is a 100% small business set aside and all responsible small business sources may submit an offer that will be considered. The solicitation will be issued under the Test program in FAR 13.5 and will use commercial procedures. The contract will be awarded as firm-fixed-price. To be eligible for award, contractors must be properly registered in the Government ™s Central Contractor Registration database (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. The solicitation will be available for download on or about 11 March 2011. Closing date will be on or about 11 April 2011. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO, NECO and Crane websites for amendments that may be issued to this solicitation.
