Description
Sole Source Justification LABOR / MATERIAL LIST This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-6013 and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, effective 30 DEC 2010. NAICS code 333912 applies. This solicitation is unrestricted. Military Sealift Fleet Support Command (MSFSC), Virginia Beach, VA intends to award a Sole Source firm fixed price purchase order to Cameron Compression System for O2N2 LPAC Repairs for the USNS MERCY. Original Equipment Manufacturer (OEM) parts and services are required for this order. Any offer for other than OEM parts will not be considered. The requested period of performance for the below service is 1 March 2011 - 15 March 2011. STATEMENT OF WORK: Provide services of CAMERON COMPRESSION specialized in COOPER CENTRIFUGAL COMPRESSORS to overhaul of NO.1 and NO.2 LPAC Compressors. A. GENERAL REQUIREMENTS: 1. Contractor shall provide all tools, equipment, crane and rigging services and staging required to facilitate this work. Staging if erected shall be removed when work is complete. 2. Prior to commencement of this work all systems shall be tagged out with S/F IAW MSC regulations. Tags shall be removed when all work is complete and directed by MSCREP. 3. All material for the overhaul and all of the consumables required shall be provided by GEECO with the exception of the noted items below. All replacement material shall be manufactured and all work procedures IAW the OEM specifications unless otherwise specified. 4. Contractor shall dispose of all work generated waste IAW Local, State and Federal regulations. 5. Any additional repairs required by condition findings during execution of this work shall be subjected to a contract change order and contractor shall proceed with the work after the contract modification is made and signed. 6. Contractor shall submit to MSCREP type written copy of the work performed, parts used in detail with recommended actions for future considerations in pdf formatted a service report upon completion of this work. B. SCOPE OF WORK: 1. Remove Low Speed and High Speed Rotor Assemblies. 2. Clean, Inspect and Dynamically Balance both Rotor Assemblies. 3. Replace Pinion Bearings (4 ea) 4. Clean and reuse Air and Oil seals 5. Inspect Bull gear 6. Reassemble Compressors and set clearances to OEM specs. 7. Install GFM new Oil Coolers (two each total) on both units. 8. Install new 90/10 CuNi water to oil cooler lines on both units 9. Install new oil pressure relief valves on both units 10. Surge compressors for new base line on both compressors 11. Perform vibration analysis on both compressors C.
