- Attachment B Attachment A Attachment 1 Statement of Work Contract Clauses Standard Form 1449 United States Department of Agriculture, Natural Resources Conservation Service (NRCS) - Massachusetts State Office is seeking technical appraisal reviewers for appraisals of real property for the Farm and Ranch Lands Protection Program (FRPP) and Wetlands Reserve Program (WRP). The United States of America, acting through the United States Department of Agriculture's Natural Resources Conservation Service (NRCS) is considering purchasing easements in Massachusetts. A Blanket Purchase Agreement (BPA) shall be awarded to several firms allowing the NRCS - Massachusetts to select the firm that can provide the service at the time needed. Delivery and payment will be done through the Massachusetts State Office. All appraisals completed for these programs shall comply with, as applicable, Uniform Standards of Professional Appraisal Practice (USPAP), and/or Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA aka Yellow Book), and be in compliance with the applicable NRCS appraisal specifications that pertain to the easement program the appraisal was completed for, and be in a self contained report format. All real property appraisers performing technical appraisal reviews shall be a State Certified General Real Property Appraiser or obtain a temporary practice permit, in conformance with Title XI of the Financial Institution's Reform, Recovery and Enforcement Act of 1989 and be in good standing with the licensing authority where the credential was issued. Appraisal reviewers must have demonstrated competency in compliance with USPAP in conducting appraisals with and without conservation easements of the requested type. Technical review appraisers must provide documentation of appraisal education courses attended to include at least 40 hours of training in conducting technical reviews, and a Yellow Book course and either eminent domain or conservation easements courses to the Contracting Officer (CO) at the time of bid submission. A copy of the appraiser's state license or practice permit shall be provided to the CO at the time of bid submission..
