Description
The Army Contracting Command-Picatinny, Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S Army Armament Research Development and Engineering Center (ARDEC), is seeking sources to evaluate new technologies that will improve Warfighter capabilities. The primary interest of this market survey is for optical Fire Control (FC) technologies that can provide improved small arms fire detection and counter fire capability. The Small Unit Combat Systems Division is primarily interested in mature Fire Control System (FCS) technologies that are ready for integration. The following criteria apply to the FC technology for counter fire systems:1.Shall have Size Weight and Power (SWaP) restrictions as follows: a.Size: FCS dimensions shall be able to fit in a 24 x 24 x 24 space.b.Weight: The Fire Control System equipment shall have a goal weight of 75 lbs, consisting of all associated components necessary for complete functionality, but excluding the weapon.c.Power: Shall work off of battery power and/or have a maximum supply voltage of 28 VDC with a voltage range of 16-33 VDC and a peak (<5 sec) current consumption of 90A with a nominal current of 4-40A.2.Shall have the ability to slew to a geo-located target once operator has determined the object is not a false alarm.3.Shall have the ability to operate completely autonomously during threat detection. This operation will include scanning, detection of hostile fire, slewing to the target or threat that has fired at the vehicle or Warfighter, and provide target location information suitable for remote weapon station control to enable counter-fire.4.Shall be able to be operated remotely, through wired and wireless connections, by a man-in-loop. Operations will include slewing of the fire control system as well as threat engagement.5.Shall contain visible and infrared camera(s) coverage for situational awareness with a threshold field of view of 100 and objective field of view of 360. Shall also include the capabilities and performance requirements as follows:a.Modular to ease FCS integration.b.Muzzle flash detection for small caliber weapons.c.Accurate range measurement for detected threat of small caliber weapons.d.No cryogenically cooled sensors.e.Low false alarm rate (10%) of muzzle flash detections. False alarms will include any detection by the system that is not a threat/small caliber muzzle flash (i.e. Sun glare/reflection/glint, fires, etc.)6.Shall provide real-time display of camera with requirements as follows:a.Ability to input to a common or universal display using RS-170A (NTSC) external video input and output, but may also utilize other inputs/outputs.b.Display shall have a screen with a minimum size of 10 diagonal and maximum width of 1.c.Display shall have a minimum resolution of 640 (H) x 480 (V) addressable pixels.d.Display shall have a minimum color resolution of 3 x 6 bit. e.Ability to wirelessly network images and/or video. f.Capable of detecting and tracking subjects of interest.7.Shall be compatible for use mounted onto a vehicle, such as a HMMWV, and also be able to be used as a standalone unit, such as mounted on a tripod.8.Shall be configured as a stabilized unit for use on moving vehicles. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video and provide information of previous experience related to this type of work.
