- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The VA Salt Lake City Health Care System, located at 500 Foothill Blvd., Salt Lake City, Utah, is performing market research to determine if there is a sufficient number of qualified RESEARCH contractors to set aside for support of the Informatics, Decision-Enhancement and Surveillance Research Center (IDEAS) project with a priority on a competitive (1) Service Disabled Veteran Owned Small Business; (2) Veteran Owned Small Business; (3) Woman-Owned Small Business; (4) Small Business; or (5) sole source. 8(a) Set Aside. The Government will use responses to this notice to make the appropriate acquisition decision. The proposed solicitation will be issued in accordance with FAR Part 15, Negotiated Acquisition - Request for Proposal, utilizing evaluation factors and permits discussions. The estimated dollar amount for this requirement is $150,000.00 for a Base Year with options for an additional four years. Preliminary Deliverables include: 1) Annotation Training Manuals for case-use specific projects. 2) Annotation Training Modules for case-specific projects. 3) Training Documents written by clinicians to be used by the annotators. 4) Annotation tools to be used by Annotators at various VA locations. 5) Results of the above investigations as reports, academic papers, and when appropriate and requested, experimental software modules. Interested and qualified sources that fall into the above mentioned categories are invited to submit their Capability Statements, no later than the date stated in this announcement, consisting of appropriate documentation, literature and references that include current point of contact and telephone number. Responses must include (1) recent and relevant Federal Government research related project experience within the last three (3) calendar years for projects of similar size, scope and complexity to the project proposed in this notice. Include contract number, location, scope of work, dollar amount, timeliness of performance and customer satisfaction; (2) prior experience in working with Veterans Administration medical record systems and demonstrated chart abstraction expertise; (3) demonstrated experience in creating effective training tools to be used for the annotation task. The North American Industry Classification System (NAICS) code for this acquisition is 541720 and size standard $7m. All prospective offerors in response to any Federal Agency must obtain a Dun and Bradstreet Number at www.dnb.com. There is no cost to obtain this number. Offerors must also register at the Central Contractor Registration site at www.ccr.gov. Offerors must complete Online Representations and Certifications (ORCA), https://orca.bpn.gov. Additionally, all Service Disabled Veteran Owned Business or Veteran Owned Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at http://vip.vet.gov.
