Description

Synopsis: The Amarillo VA Health Care System is seeking sources under NAICS Code 621111 (size standard of $10.0 million) that are able to provide Radiology Services, including, performance and formal interpretations of fluoroscopic procedures, CT, Ultrasound, routine images accessible on VISTA Radiology Workstations, and or hardcopy/CD images. SERVICES: a. Contractor to provide interpretation of imaging examinations, which are essential in the treatment of patients. This would include, but not limited to, Ultrasound, CT, and General Radiography/Fluoroscopy. Radiology Physicians shall be appropriately credentialed and privileged by the AVAHCS. The vendor shall ensure that all physicians to be employed under this contract participate in the Credentialing and Privileging process as described in VHA Handbook 1100.19, No services will be provided by a contract physician prior to obtaining credentialing by the Chief of Staff's Office. The contractor will be provided copies of current requirements and updates as when they are published. In addition provide on-call coverage twenty four (24) hours a day; seven (7) days a week. The services would be provided as needed on a daily basis. The Contractor needs to provide a sufficient workforce to interpret approx. 26,500 general X-rays annually, 6500 CT annually, 900 ultrasounds annually. On-call approx.1165 reads annually. b. The contractor shall provide a network of highly experienced, Board Certified Radiologists with a spectrum of sub specialties experience and advanced HIPAA compliant technology experience. Physician shall dictate findings, review, electronically sign and upload reports Into the AVAHCS's Computerized Patient Record System (CPRS). c. Physician services shall be performed in accordance with the policies and procedures of AVAHCS and its medical staff by-laws and service under the direction of the Chief, Imaging Service or designee. The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS Code 621111 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.VetBiz.gov. Moreover qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these items in writing to the attention of the Contract Specialist listed in this announcement. Contractors responding to this Sources Sought Notice need to provide the following information to Francis.Reynolds@va.gov no later than noon on Friday 23 March 2011: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts) and Socioeconomic Status. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
