Description
Fair Opportunity Exception under NETCENTS This Fair Opportunity Exception is for an action that has resulted in a new, sole source task order award under the Network Centric (NETCENTS) Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract FA8771-04-D-0004 to Northrop Grumman Information Technology (NGIT), Incorporated. Previously, the IMDS OS and CAS OS was fully supported under NETCENTS contract, FA8771-04-D-0004, Task Order 0063. This contract action has resulted in a different task order number being issued. The task order will provide 150 days, (5 months), of contractor support for the sustainment of Integrated Maintenance Data System (IMDS) Operational Systems (OS) and Combat Ammunition System (CAS) Operational System (OS). The contract type is Firm-Fixed Price (FFP). Travel was anticipated for this requirement; thus, a Cost Reimbursable CLIN for travel expenses was added. These services will be provided at Maxwell AFB-Gunter Annex, AL. The Electronic Systems Center, Logistics Systems Division Maintenance Branch (ESC/HGGI) is responsible for the maintenance of the IMDS OS and CAS (OS). IMDS OS is a set of evolutionary acquisition programs to develop, field, test and support a standard Air Force maintenance management and reporting information system. These enhanced data gathering and decision support systems have increased productivity, readiness and sustainment, while decreasing mobility infrastructure requirements and footprint, and reducing the total cost of ownership. Subsystem components that make up IMDS OS are: Enhanced Maintenance Operations Center (EMOC); Training Business Area (TBA); Precision Measurement Equipment Laboratory (PMEL) Automated Management System (PAMS); Central DataBase (CDB); Maintenance Scheduling and Application Tool (MSAT); Point-of-Maintenance (POMx); AF Portal Maintenance Gadget; Tool Accountability System (TAS) and Air Force Portal Maintenance Views (AFPMV). The CAS OS is a one-stop, real-time, state of the art automated and auditable munitions accountability system that is the single source for Air Force munitions data. It provides war planners and Warfighters the capability to track, manage and plan responses to rapidly changing world conditions through total global asset visibility. The IMDS OS and CAS OS was fully supported with programming, technical, and technical-functional support by NGIT under the NETCENTS ID/IQ Maintenance Operational Systems Support (MOSS) contract, FA8771-04-D-0004, Task Order 0063. This task order period of performance (PoP) was due to expire on 31 Jan 2011. As a result, ESC/HGGI proposed to award a Firm-Fixed Price, sole source task order to the incumbent for 150 days of contractor support to continue sustainment of IMDS OS and CAS OS under the NETCENTS Contract vehicle. This effort would act as a bridge until Maintenance Operation Systems Support II (MOSS II) is awarded to cover the Government requirements. This severable task order will be incrementally funded in accordance with DFARS 232.704-70. The period of performance is 01 Feb 11 through 30 June 11. These services were acquired as performance-based and are within the scope of the basic NETCENTS IDIQ contract.
