- Boom Deployment Stmnt of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-11-Q- 5MA236 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-48. This is a Total Small Business Set Aside procurement; the applicable NAICS number is 562910 and the small business size standard is 500 employees. The FOB Destination delivery is to: USCG Sector Delaware Bay, 1 Washington Ave, Philadelphia, PA 19147 between March 10, 2011 & March 31, 2011. Offers are due at USCG BSU Portsmouth, VA, by the Close of Business on March 1, 2011. Questions may be directed to John Lukondi, telephone 757.483.8555 or email: John.m.lukondi@uscg.mil Unit POC for technical questions or to arrange a site visit: Gerald Conrad @ 215.271.4824 The USCG BSU Portsmouth has a requirement to purchase: SCOPE OF WORK MAURICE RIVER NEW JERSEY - BOOM DEPLOYMENT & EVALUATION 1. GENERAL REQUIREMENTS: The work consists of consulting and providing all labor, materials, and equipment as required to deploy a modified protective boom strategy based on the boom deployment plan currently contained in the Sector Delaware Bay, Area Contingency Plan (ACP), for the Maurice River in New Jersey. See Section 14, "Boom Deployment Strategy" of this Scope of Work to see the deployment strategy from the ACP and the modified booming strategy to be utilized for one leg of the deployment. Boom deployment will begin prior to the onset of the Maurice River flood tide at Bivalve and continue into ebb tide. The contractor will validate the system's ability to protect the Maurice River in the event of an oil spill. The contractor must then provide five (5) copies of a Boom Deployment and Evaluation Report, on compact discs (cds) utilizing Microsoft Office Suite Program software, to the designated Coast Guard Project Manager. See Section 11 "Boom Deployment and Evaluation Report Requirements" of this Scope of Work for the minimum required contents of the report. 2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance, the contractor shall commence boom deployment, protective strategy evaluation, and boom recovery (also referred to as "the exercise") to be conducted on an acceptable date (anticipated acceptable weather and tidal conditions) between March 10, 2011 and March 31, 2011. The anticipated duration of the exercise is twelve hours. The exercise can be suspended earlier by the Coast Guard Project Manager if evaluation results validate the ACP's booming strategy. The contractor shall then proceed to work diligently to complete and provide the report to the Coast Guard Project Manager by June 30, 2011. 3. SCOPE OF WORK: The selected contractor shall: a. Contact the Coast Guard Project Manager to identify an "acceptable date" for the exercise. b. At least three (3) days prior to the "acceptable date" for the exercise, physically survey the mouth and banks of Maurice River to identify hazards, concerns, and to validate boom anchor points. c. The day prior to the exercise, the contractor shall participate in a pre-boom deployment and evaluation safety meeting/conference to determine if conditions meet the criteria for a "Go exercise" situation. a. If conditions are not acceptable to conduct the exercise on the initially approved date; representatives from the Coast Guard, New Jersey Department of Environmental Protection (NJDEP), and the contractor will select an alternate date that has anticipated acceptable weather and tidal conditions to conduct the exercise. d. Transport all material, equipment and workers to and from work areas and deployment sites. e. Provide security for any pre-staged equipment and materials as appropriate. f. Have all equipment mobilized, pre-positioned and ready for deployment at least two (2) hours prior to the onset of the chosen Maurice River flood tide at Bivalve. g. Install all booms as required by the boom deployment plan in the Sector Delaware Bay ACP, with the exception of the Maurice River channel, (See Section 14(b)). Boom is to be anchored outside of the channel's edges but in such a way as to satisfactorily test the system but not interfere with marine traffic transiting through the area or using the Maurice River channel. According to current boom deployment plans, the contractor will: a. Install 18 inch harbor/river boom from a boom attachment pole (previously placed by NJDEP) approximately located at 39° 13.291'N, 75° 02.141'W to 39° 12.833'N, 75° 02.174'W. Estimated distance is approximately 2,700 feet. b. Install 18 inch harbor/river boom from a boom attachment pole (previously placed by NJDEP) approximately located at 39° 12.710'N, 75° 01.487'W to 39° 12.778'N, 75° 01.869'W. Estimated distance is approximately 1,840 feet. c. Install 18 inch harbor/river boom from 39° 12.785'N, 75° 01.906'W to 39° 12.833'N, 75° 02.174'W. Estimated distance is approximately 1,300 feet. h. Have personnel and equipment available to maintain and adjust the booms, and capture and control any "run-a-way" free floating boom(s) that could be a hazard to navigation. i. Have personnel available to immediately detach the boom from the anchor poles so as to prevent damage to them. j. The contractor shall provide for on-site health and safety needs. Provisions include: a. Minimum of two (2) portable toilets. b. Provide at least one 20 X 20 foot canopy or shelter for observers and VIPs. c. Attach boom lights every two hundred feet to any deployed boom after dusk. k. Validate appropriateness of staging area as identified the Sector Delaware Bay ACP. l. Validate driving directions to the staging area. m. Review the Sector Delaware Bay ACP and validate the type and amount of boom, workboats, anchors connecting hardware, cables and other equipment required to adequately boom the Maurice River, NJ. n. Prior to removing boom, the contractor shall meet with Coast Guard Project Manager and New Jersey Department of Environmental Protection personnel to provide deployment evaluation findings. a. If necessary, all parties will discuss the need for alternate boom deployment recommendations. b. If time and conditions permit, the contractor will adjust the boom to conform to alternate booming recommendations and evaluate the alternate recommended system. o. The contractor shall report to and conclude the evaluation when instructed by the Coast Guard Project Manager or on site delegate. p. Validate GPS coordinates for boom attachment points. q. Provide five (5) copies of the Boom Deployment and Evaluation Report so that, the electronic Environmental Sensitivity Maps and the Applied Science Associates (ASA) booming strategy plans, in the Sector Delaware Bay ACP, can be updated. r. Monitor marine radio channels 13 and 16 and be able to communicate with marine traffic transiting through the area and local Coast Guard units or assets. 4. SITE VISIT: All bidders should be familiar with the Maurice River, Delaware River and Delaware Bay. 5. DESIGNATED CONTACTS: The designated Coast Guard Project Manager is Mr. Gerald Conrad, 215-271-4824. Contractual inquiries concerning any phase of the specification before or after award shall be made to the Contracting Officer, SKC MALONE at (215) 677-4808. 6. CONDITIONS AFFECTING THE WORK: The prospective contractor should be familiar with the Maurice River, Delaware River and Delaware Bay and take any other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents. 7. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the designated Coast Guard Project Manager of the intended start date. The work shall be done in accordance with the specification as enumerated in Section 3. 8. ORAL MODIFICATION: No oral statement of any person other than the Contracting Officer shall in any manner or degree, modify or otherwise affect the terms of this contract. 9. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required tasks. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer. 10. PERMITS: The contractor shall assist the Coast Guard Project Manager, without additional expense to the government, to obtain all federal and state permits required for the prosecution of the work. Any permits and licenses required to implement the activity pursuant to paragraph 3(i), shall be sole responsibility of the contractor. The contractor shall provide the permits three (3) days prior to the commencement of the exercise. The contractor shall comply with all applicable federal, state and local laws. 11. BOOM DEPLOYMENT and EVALUATION REPORT REQUIREMENTS: At a minimum, the report should include, but not be limited to the following: a. The name of the booming location (Maurice River). b. The river mile of Maurice River from the mouth of the Delaware Bay. c. The latitude and longitude of the Maurice River. d. The latitude and longitude of anchor connection poles. e. The best method of access to the boom anchor connection poles (e.g. land or water). f. Any issues/information regarding the staging area(s) that service the Maurice River. g. Validate the driving directions to the staging area. h. Any tidal or current issues that impact boom deployments. i. Any boom tending recommendations such as, "daily" or "continuous" tending needed. j. An overview description/statement on the Maurice River to include the types of; private and commercial development on the banks; and vessel traffic found on the river. k. The necessary deployment resources such as the type and size of workboats; the number, type, and weight of anchors; and the type, size, and quantity of boom needed to protect the Maurice River. Recommendations should take into consideration; tidal cycles, time of day, seasonal issues and weather conditions. l. Any other equipment or materials needed to attach boom to the anchor poles or to protect the Maurice River. m. Chart and satellite "images" of the Maurice River with the boom deployment methods/strategies drawn on the image. n. The estimated amount of time needed to deploy boom at the location, from the time that all personnel, equipment, and materials are on scene. 12. UPON COMPLETION OF WORK: Notify the designated Coast Guard Project Manager when work is completed. 13. SAFETY REQUIREMENTS: The contractor shall conform to all federal and state boating requirements and any applicable OSHA regulations. 14. BOOM DEPLOYMENT STRATEGY: a. Protective Boom Strategy Contained In Sector Delaware Bay Area Contingency Plan b. Modified Booming Strategy To Be Utilized (Note: No boom across Maurice River channel) c. Latitude and Longitude Points for Maurice River Channel Edges Company's quotes should include: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price, availability and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration; (12) Company Tax Information Number and DUNS Number.
