Description
The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory(NRMRL) located in Cincinnati, OH has a requirement for the purchase of a Particle Size Analyzer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Refer to Sol-CI-11-00021 when responding to this request. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. This acquisition is set-a-side for small business. The NAICS codes are 334516, the size standard for this code is 500 employees. All supplies shall be provided to the U.S. EPA National Risk Management Research Laboratory, located at 68 W Martin Luther King Dr, Cincinnati, OH 45268. The F.O.B. point shall be destination. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are included in Attachment B Technical Evaluation Criteria. Offers shall provide descriptive technical literature in sufficient detail to demonstrate that the items offered meet the minimum requirements specified in Attachment A Statement of Work. Attachment A Required Items and Minimum Performance Specifications Sol-CI-11-00021 ITEM 1: Particle Size Analyzer Equipment Description: Dynamic Light Scattering (DLS) Instrument for the measurement of particle size and zeta potential. Minimum Specifications ? The following are the minimum specifications of the required Particle Size Analyzer: The instrument must be able to operate in the following modes besides just the measurement of size and zeta potential: Capable of making dynamic light scattering measurements, as well electrophoretic light scattering measurements for determining size, distribution, and zeta potential in the same instrument. The specifications to bet met or exceeded are as follows: Size measurementSize range 1.0 nm - 3 microns*Minimum sample volume 12μLConcentration range 0.1mg/mL Lysozyme to 40%w/v* Zeta potential measurementMinimum sample volume 0.75mLMaximum sample conductivity 200mS/cmMust allow use of disposable, folded-capillary cells with integrated electrodes in order to eliminate sample cross-contamination General specificationsTemperature range 2?C to 90?CCondensation control Purge facility using dry airLaser 4mW He-Ne, 633nm The instrument must incorporate non-invasive measurement fixed at 90 degrees. The measurement must be internal to the DLS unit and optimally aligned with onboard cuvette holder assembly, not externally located. The DLS instrument must employ Mixed Mode Measurement Phase Analysis Light Scattering (M3-PALS) for the measurement of zeta potential. No other measurement mode will be acceptable. The M3-PALS operation offers superior performance resulting in the ability to test even low mobility samples through combining both a fast field and slow field reversal. The instrument must utilize, disposable zeta potential cells that eliminate sample cross-contamination and eliminate the need for washing/cleaning zeta potential cells/electrodes. The cell is a flow-through design also capable of connecting with an autotitrator for determining the relationship between zeta potential and pH (or any other titratable function). The cell utilizes a 5cm long U-shaped capillary cell for accurate measurement based on known theory. It is not acceptable for just the cell or the electrodes to be disposable. The entire cell and electrode combination must be disposable and optionally reusable. A high efficiency avalanche photodiode detector (APD), specially selected for dynamic light scattering applications must be employed by the DLS instrument. 1 each Mini Tower PC, Windows XP, Intel Core 2 processor or equal, Optical Mouse, Keyboard, 19 inch Monitor and inkjet color printer. Attachment B Solicitation Description, Instructions, & Evaluation Criteria Sol-CI-11-00021 1. Solicitation Description and Instructions This is a competitive request for quotation for a Particle Size Analyzer to be used by the U.S. Environmental Protection Agency, Office of Research and Development, National Risk Management Research Laboratory. Quotes shall be submitted electronically, by emailing quotes by attachment, preferably in PDF format, to plear.garry@epa.gov, by fax to (513)487-2107 with attention to Garry Plear, or by any other means reasonably calculated to reach the contracting office. Email is the preferred method of submission.Offered prices shall include a breakdown of price, by line item, and a total price of all line items combined.Offered price shall include all shipping and delivery fees based on FOB-Destination. Technical Evaluation Criteria The Government will award a purchase order on a best value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:Technical acceptability of the item offered to meet the Government?s requirement, and Offers shall provide technical descriptions with sufficient detail to demonstrate that the items offered meet the minimum requirements in the Performance Specifications (Attachment A)
