- THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Environmental Services Consulting Contract. Based on the information received from VA-101-11-RI-0033, the agency has been able to further define the requirement. As a result, this Notice supersedes VA-101-11-RI-0033. The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is looking for Environmental Consulting (EC) firms certified in the following categories: (1) Service Disabled Veteran Owned Small Business (SDVOSB), (2) Veteran Owned Small Business (VOSB), (3) 8(a), (4) HubZone, (5) Woman Owned Small Business (WOSB), (6) Small Disadvantaged Business (SDB), and/or (7) large business for the Western, Central, and Eastern Regions located throughout the United States. The firm/team must be approved under BOTH NAICS codes, Environmental Consulting Services (NAICS 541620) AND Historical Sites (NAICS 712120) in CCR. The intent is to award three (3) contracts per region; however, award may vary dependent on the interest shown. The determination of acquisition strategy for this acquisition lies solely with the Government. Firms must have an established working office within the Region you are considering as outlined below. This procurement will be a firm fixed price IDIQ contract with a maximum amount of $5,000,000. The firm must be capable of responding to and working on multiple task orders concurrently. Project sites will be located within the Region. The firm, or team, should at least, have the following licensed/registered specialty disciplines be members of the firm or team, with demonstrable expertise in their respective fields: Environmental Consulting Services including, but are not limited to: planning and documentation services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as Executive Order 13423) in areas of chemical, radiological, and/or hazardous materials; Environmental Assessment (EA) to determine the potential environmental consequences of an action. Be able to provide sufficient evidence and analysis for determining whether to prepare an environmental impact statement or a Finding of No Significant Impact (FONSI). Be able to prepare an Environmental Impact Statement (EIS). The EIS may be initiated directly or as a continuation of an Environmental Assessment which did not result in a FONSI. Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA ); Endangered species, wetland, watershed, and other natural resource management plans; Archeological and/or cultural resource management plans; Environmental program and project management; Environmental regulation development; Economic, technical and/or risk analysis; other environmentally related studies and/or consultations; Identification and mitigation of threats inclusive of protective measures to mitigate the threats; and Vulnerability assessments Compliance Services such as review, audit, and implementation/management of Environmental Management System (EMS) and other compliance and contingency plans and performance measures; Permitting; Pollution prevention surveys; and Community Right-to-Know Act reporting. ) Be able to conduct an Environmental Site Assessment (ESA) of a property with respect to the range of contaminants within the scope of Comprehensive Environmental Response, Compensation and Liability Act (CERLA) (42 U.S.C. 9601) and petroleum products. Advisory Services for ongoing advice and assistance with data and information support of agency environmental programs involving areas such as Hazardous material spills; MSDS, Environmental regulations and environmental policy/procedure updates. Perform cultural resource documentation and/or recordation report(s) such as Historic American Buildings Survey, Historic American Engineering Record, Historic American Landscape Survey (HABS/HAER/HALS). Perform National Register of Historic Places determinations of eligibility and nominations. Perform cultural and archeological studies to identify possible historic resources sites in the area(s) of potential effects (APE) and to determine the effects of potential actions on the human environment under the National Environmental Policy Act (NEPA) and on historic resources under Section 106 of the National Historic Preservation Act (NHPA). Requirements include, but not limited to, archival research, Indian Tribal coordination, coordination with local interests, fieldwork, documentation, evaluations, sub-surface probes, etc. Provide Section 106 and/or 110 consultation support services working with SHPOs, THPOs, ACHP, Tribes, other groups or public entities to complete proposed project review process. Assistance with implementing agreed upon mitigation measures. All interested businesses are encouraged to respond to this announcement no later than March 11, 2011, 4:00 PM EST, by submitting all requested documentation listed below via E-mail to Susan.lam@va.gov and on the Subject Line insert "Environmental Consulting Services- IDIQ (Company's Name)." Interested parties should register as an interested vendor and submit a capabilities package demonstrating the ability to perform work listed above. Packages should include the following information: (1) NAICS code, identify who will be the Prime Contractor and who will be the subcontractor(s) and any teaming or joint venture; (2) Business name, address and business type, (3) a statement of your intention to submit an offer for this requirement as a prime contractor, (4) demonstration of the firm or team's experience within the past five years, by listing the actual projects completed. Provide the following: a brief description of the work performed to include project title, dollar amount and which functional areas were self-performed; a customer contact name and phone number for a customer knowledgeable of the work completed; (5) attachments cataloging the firm's assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work; and (6) complete the enclosed survey page and include with your submission. Responders are solely responsible for all expenses associated with responding to this Sources Sought Announcement. Any Pre-solicitation published as a result of this market survey will be synopsized and posted at www.fbo.gov under a separate pre-solicitation announcement. Please note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue advertisements for the above Environmental Consulting services. ?
