Description
This announcement is for the purpose of soliciting names of prime construction contractors interested in submitting a proposal to provide Design-Build construction services for a Close Air Support Range in Pakistan. Description: This project consists of the design and construction of inert drop and no drop urban village mockups, JTAC briefing and debriefing facilities, billets and messing facility at each range. In addition road improvements, new range control towers, utility upgrades, fiber optic connections of the ranges to a country defense grid, are in this scope. Range instrumentation (cameras and computers) support structures (towers, cables, power) are in this scope, but the procurement and installation of the cameras and computers are NOT in this scope. They will be purchased and installed via a government instrumentation team. Project includes all necessary site preparation, drainage, security fencing, paved access and parking. It includes water, sanitary sewer, electric, and communications utility connections. There are no Force Protection structures required as the facilities are not joint use and will not be occupied by US forces. The magnitude of this construction project is between $10,000,000 and $25,000,000 USD. Performance and Payment Bonds will be required. The anticipated period of performance for this project is 488 calendar days from issuance of notice to proceed (NTP). Be advised the period of performance is under review and is subject to change. Request for Proposal (RFP) PLANS and SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (FTP) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and faxed proposals will not be accepted. This solicitation will not be provided to subcontractors, suppliers, contract brokers, or vendors. Contracting Procedures: This solicitation will be a Request for Proposal (RFP). Source selection will be made using Best Value Trade-Off (BVTO). Both non-pricing (technical) and price proposals are required. The evaluation factors will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date of issuance of Request for Proposal (RFP) number W912ER-11-R-0061 is (on or about) 10 March 2011. Tentative Date for receipt of proposals is (on or about) 12 April 2011The anticipate Award date is (on or about) 05 May 2011. Information regarding the site visit will be provided in the solicitation. All responsible sources shall be considered by this agency.
