- Sources Sought Notice Purpose The Naval Surface Warfare Center “ Panama City Division (NSWC PCD) is hereby conducting a market survey of all potential sources to provide flight test support for science and technology equipment to include a UH-1H helicopter or equivalent, a flight crew (2), pre-test sensor and support equipment integration, and periodic flight testing support over a five year period. The requirement will be to: 1.Provide engineering expertise related to all aspects of integration, operation, and repair of helicopter to support flight testing. 2.Provide regular daily access to helicopter for integration work. 3.Provide engineering support regarding the design, development, drawing, fabrication, and integration of test hardware to be placed on the helicopter for flight operations. 4.Provide engineering support for the helicopter operation and repair. 5.Provide oversight and guidance related to safety issues associated with the helicopter. 6.Provide flight crews to fly sensor with a minimum of two pilots required at night and/or over water. 7.Provide access to the helicopter within 25 miles of NSWC PCD for daily type integration and checkout work. 8.Perform regular daily operations within 100 miles of NSWC PCD with the capability of providing daily turn-around and next-day flight readiness for any system changes and/or breakdown repairs including all helicopter fixes and all required approvals. 9.Provide flight crew with familiarity of range operational requirements at Eglin AFB and over the Gulf of Mexico test ranges. 10.Provide services both nationally and internationally as required with only a few days notice. 11.Provide on-site fueling capabilities of helicopter during on-site tests at various locations. 12.Provide the direct fabrication of support equipment and/or special parts as required making test equipment flyable. 13.Provide modification to all existing GFE support hardware as it currently exists and as needed to support future variants of sensors and/or test hardware. 14.Provide immediate on-site fabrication, integration, and support of test hardware to support unexpected tasks like protection from freezing or overheating, on-the-fly electrical requirements changes, on-the-fly rearrangement of equipment to support mission variants, etc. 15.Provide indoor facility to allow daily round the clock all weather operation with the helicopter. 16.Provide indoor laser safe use area for hardware with lasers. 17.Provide all wiring and support equipment for multiple GPS antennas, for AGNAV or other precision differential GPS tracking equipment capability, for all seat hot-mike communication, for direct powering of equipment from helicopter busses, and for externally supplied power capabilities. 18.Engineer, design, draw, and fabricate new support frames, brackets, harnesses, connectors, power busses, control units, power distribution units, and other unique support hardware to support test systems. 19.Support all strapping and secure integration and installation of hardware and support equipment both externally (hardware sensor(s)/system(s) and all internal processing equipment to include vibration correct loading, vibration isolation, and structural integrity of all equipment onto the helicopter. 20.Act as the Design Engineering Representative (DER) official for all helicopter flight testing support work. 21.Act as the Designated Air Worthiness (DAR) official for all helicopter flight testing support work. 22.Serve as an airframe & power plant (A&P) Inspection Authority (IA) in accordance with all current FAA regulations. 23.Have valid 135/137 certificates in good standing. 24.Perform as an International Trafficking in Arms (ITAR) representative if required. 25.Provide aircraft weighing equipment and perform all required weight and balance calculations on the helicopter and be able to do so within one business day of flying the test bed. 26.Provide representatives to attend all government required test planning, safety, operational, test-briefing, test-de-briefing, and other required meetings. 27.Maintain a licensed repair facility to allow for immediate repair of helicopter problems as may arise as well as perform all standard regularly required inspections. Provide aircraft/test system(s) hardware expedited repair capability at home base and at fielded locations. 28. Obtain all required Federal Aviation Administration (FAA) approvals for all initial, engineering checkout, and final operational final flight test bed designs, operational hardware, system operational checks, and system data collections. Prepare FAA paperwork, coordinate with the FAA, and obtain all required approvals in a rapid manner for newly installed hardware components, support hardware fixes, in-between system changes, quick repairs, and changes during flight testing sequences. Provide all FAA required documents for all minor and major test hardware changes and new system installs. 29.Install wires and trouble-shoot signal issues related to Global Positioning System (GPS) units, differential GPS units, and avionics to the helicopter. 30.Provide flight test support to include flight hours, aircraft on-site re-fueling, and travel/per-diem associated with Pilots and support personnel for various test locations. The design, fabrication, and build of support hardware may include such items as frames, cradles, hook-harnesses, hell-hole fit arounds, electronic racks, power sources, cables, switches, relays, inverters, special vibration isolation mounts, extended skid operation, alternate power plant capabilities such as externally flown generators, battery sources, or additional turbines, all for installation of the sensors on the helicopter in compliance with FAA and other safety requirements. Due to the research and development science and technology level of these required investigations the respondent must be able to allow for constantly changing mission times and requirements. Regular slips in schedule are expected along with short notice re-starts. The respondent must be willing to allow for constant schedule adjustments while maintaining aircraft availability and without additional costs to the government. Additional costs may be incurred if integration efforts had already started when schedule slip occurred. Flight tests will principally be at Eglin AFB, Fort Walton Beach, areas near Tyndall AFB, or over Gulf of Mexico test ranges FL but may occur in other areas including locations outside the continental United States. The contractors support facility should be within a 45 minute travel time from NSWC PCD to facilitate communication during the planning, design, and fabrication of support hardware as well as integration of hardware onto the helicopter to minimize Government travel expenses. During typical testing flights durations of up to 2 hours/flight and 4 hours/day are anticipated. On occasion as many as four short flights (~ 30 min each) in one day may be required. For planning purposes, it is estimated that each 1 to 3 major tests events per year will occur with each test being about 3 weeks in duration although a major test event in the local area might be broken down into smaller test sequences of about 1 week each. Responses to this RFI should include supporting materials that provides a demonstration of your company ™s capabilities, experience, and overall understanding of the requirements specified above. Responses must include the following: (1) Provide name and address of firm; (2) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business; (3) Represent ownership including Country of Ownership, Central Contractor Registration (CCR) information, and DUNS Number if available; (4) Include number of years in business; and (5) Provide two points of contact including: name, title, phone, fax, and e-mail address. NOTE: This notice is for planning purposes only. NSWC PCD requests your responses by 10:00 am (CST), on 18 March 2011. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWC PCD strategic planning..
