- The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, Massachusetts, intends to issue a solicitation for Financial Analysis and Support Services (FASS) in support of the Federal Aviation Administration (FAA). It is anticipated that some of the work may be performed on-site at FAA Headquarters in Washington, D.C. The solicitation is being competed as a 100% Small Business Set-Aside and is intended for a single award. The successful contractor will provide services in the following task areas: 1. Information technology support for financial systems; 2. Cost accounting and financial systems reporting support; 3. Budget planning; 4. Financial capitalization support; 5. Delphi financial management system support; 6. Reimbursable agreements (intra - and inter - agency) support; 7. Systems engineering support; 8. Financial analysis support; 9. Program and technical management support; 10. Acquisition support; 11. Administrative support; and 12. Business process re-engineering support. The primary skill requirements for FASS include cost accounting, financial analysis, project management, system engineering and integration, and database applications support. The North American Industry Classification System (NAICS) Code for this acquisition is 541611- Administrative Management and General Management Consulting Services, with a small business size standard of $7.0 million. The estimated release date of the solicitation will be April 29, 2011. Proposals will be due approximately 45 days following the issuance of the solicitation. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity basis with the ability to issue firm fixed price, cost-plus-fixed-fee completion, and cost-plus-fixed-fee term task orders. The term of the ordering period of the contracts will be five years from date of award. A pre-proposal conference is anticipated to be held on May 6, 2011 at the Volpe Center in Cambridge, Massachusetts or virtually via a Webinar conference. The complete details of the pre-proposal conference will be listed in the solicitation. The Volpe Center uses electronic commerce to issue Request For Proposal (RFP) and amendments to RFPs. The subject solicitation and related documents will be available in electronic format only from the Government Wide Point of Entry at the Federal Business Opportunities website (www.fbo.gov). Paper copies of these documents are not available, and hard copies will not be mailed. Offerors desiring to receive a copy of the solicitation and any related documents must register at this site to receive electronic notification of the solicitation posting and availability for downloading. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
