DFARS 252.223-7002, Safety Precautions for Ammunition and Explosives applies. >Acquisition contains explosive Naval Ordnance items which require special security, safety and transportation clauses, which may be found in Section I. ďProcurement is 100% Small Business Set-aside. > Award for ths requirement will include to option periods. The first option period will be 100 % of the basic quantity from 1-240 days after contract award. The second option period will be 100% of the basic quantity from 241-575 days after contract award. The maximum quantity purchased will not exceed 1,500,000 ea. CODE 0242.10NOTE: PAPER COPIES OF THE SOLICITATION WILL NOT BE PROVIDED BY THE NAVY.THIS PROCUREMENT IS A 100% SMALL BUSINESS SET ASIDE. THIS ITEM IS AN EXPLOSIVE DEVICE. A SAFETY SURVEY WILL BE REQUIRED. PRODUCTION LOT TESTING AND FIRST ARTICLE TESTING, CONTRACTOR DATA REQUIREMENT LIST AND FOB ORIGIN APPLY. A COMPLETE DRAWING PACKAGE IS AVAILABLE FOR VIEWING ON THE WEB. A DIGITAL CERTIFICATE IS REQUIRED FOR VIEWING WEB BASED DRAWINGS. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Source selection will be made based on 3 elements-- 1) offer acceptability; 2) risk, based on past performance; and 3) price. Price is a secondary factor after past performance. The Government reserves the right to award the contract to other than the lowest priced offer. The winning offeror will be selected by ranking the offerors that have submitted acceptable offers and making a series of paired (two-at-a-time) comparisons among them, trading off the difference in risk against the difference in price between the members of each pair, as follows: If one offeror is the lower risk and offers the lower price, award will be made to that offeror. If one offeror is the lower risk but offers the higher price, a decision will be made as to whether the difference in risk is worth the difference in price. If the lower risk is considered to be worth the higher price, then the offeror with the higher price will be considered to be the better value. If not, then the offeror with the lower price will be considered to be the better value. This series of paired comparisons will continue in this manner until a decision is reached as to which offeror represents the best value.
