- THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR THE PROBEPOSITIONING SYSTEM. Companies shall acknowledge all amendment(s) in their quote. Thisnotice serves as the official amendment to subject synopsis/RFQ and a written amendmentwill not be issued. The purpose of this amendment is to provide answers to the following submitted questions:1) The solicitation indicates that the response date for the RFQ is 3/1/2011 and thedelivery date for the end item is 4/15/2011. If the end item due date is in factaccurate, this would allow less than 6 weeks for the proposals to be reviewed, theproject to be awarded, design of the system developed, ordering of parts, manufacture ofcustom parts, assemble of system, test of system, etc. and the packaging and shipment ofsystem to arrive by the due date. From our experience, the time allocated does not allowsufficient time to adequately complete all of the aforementioned tasks. Is the 4/15/11delivery date correct?The probe positioning system is to be used in an upcoming test in the vacuum chamber. Thetesting is set to begin in May. The April 15 delivery date was to allow installation andcheckout of the system. April 15th is the desired delivery date. If this date cannot bemet, I would recommend submitting whatever lead time you feel confident you can meet.2) There is no reference to the installation of the system. Will the supplier beresponsible to assist in the installation of this system?It is assumed that the system will be shipped as built-up components for assembly byNASA. No assistance from the supplier is required other than instructions and respondingto any issues.3) Is there more information available on the Vacuum Chamber? If so can it be provided?The vacuum chamber is identified as VF5 at NASA GRC. It is a 15 diameter x 60 longcryo-pumped vacuum chamber. The base of the bottom axis of the positioning system willrest on two parallel beams that are 240 inches long and 7 inches wide. The distancebetween the beams (outside-to-outside dimension) is 135 inches. There is only 2 inches ofclearance between the outside of the beam and the facility wall. This drove therequirement of 120 inches of travel for the Y-axis (on top of the X-axis moving along thebeams). It assumed some finite overhang for the Y-axis motor and cabling. If 120 inchescannot be met, close to that would be acceptable.4) Is the Probe Positioning System requirement new? Or is this a re procurement? If a reprocurement, who was the previous provider?The probe positioning system is new so I do not have any previous information.The due date for receipt of offers is not extended.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) February 15, 2011 Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
