- The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, McNary Fishway Exit Cranes 9 & 10 Replacement. The work is located at McNary Dam in Umatilla County, Oregon. This will be a firm-fixed-price construction contract. Construction magnitude is between $1,000,000 and $5,000,000. 100% Performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 333923 and the associated small business size standard is 500 employees. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business). Your response to this notice must be received, in writing, on or before 4:00PM (local time) on February 25, 2011. DESCRIPTION OF WORK: Design, manufacture, install and test two jib type gantry cranes running on rails (two portal cranes). Cranes shall be rated for total load of 10 tons at a pick radius of 35 ft. The cranes shall be installed at north and south fish exits of McNary Dam. The following is a description of the cranes and the contractor's requirements: The Contractor shall be registered with CMAA and have at least 6 years experience within the past 10 years in designing and/or manufacturing new cranes of the type, size and load rating as described in this notice. The cranes shall be portal type cranes rated for 10 tons; both cranes shall be fitted with a pivoting mechanism that allows for a full jib rotation of 360 degrees and a jib with a minimum pick radius of 35 ft. New crane trucks shall be required to run on existing #60 ASCE rails. Each crane's components include, but are not limited to, drive trucks, storm brakes, operators cab, cable reel, controls, load monitoring system and complete hoisting equipment (motors, brakes, gearboxes, drums, wire rope, etc.). The contractor shall construct each crane on site and perform load testing in accordance with ASME B30.2 and other specific criteria noted in the solicitation. An operator's cab and remote control shall be provided to operate the crane. The operator's cab shall have human machine interface touch screens. The crane controls shall be based on a VFD system that conforms to the applicable requirements of IEEE Std 519 and the crane control system components shall comply with the applicable provisions of NEMA ICS 8. The crane shall have the latest technology currently in use for communication, load indication and CCTV/visual monitoring systems. The power source for the crane shall be a cable reel fed from a single 70Amps, 480 VAC, 3 phase circuit in switchgear located at the end of the fishway exit structure. The contractor shall upgrade the switchgear main power feed to 200Amps, 480 VAC, 3 phase service. Each crane shall be custom designed and fabricated to meet specific operational requirements as no pre-engineered kit cranes will be allowed. The cranes will be a turn-key project from design to installation and manufactured from one responsible source normally in the business of providing crane design and/or manufacturing services. The contractor must clearly demonstrate that its firm has technical experience as either the designer or manufacturer. If the contractor does not assume both roles in this contract, then it must clearly demonstrate that its major subcontractor has the technical experience as either the designer or manufacturer. Contractor personnel involved in the design, manufacturing, installation and testing shall have the required credentials (professional registrations, training or certifications) and experience related to this type of work. The structural members will require AWS D1.1 qualified welders and the Contractor's weld inspector shall hold a current certification as a certified welding inspector (CWI) in accordance with AWS QC1. Structural steel fabrication will be in accordance with AISC 325. Crane inspectors shall have experience and knowledge in performing inspection on gantry or portal cranes of similar size and capacity as this crane, and certifications showing they have attended crane inspection training seminars provided by an established training institution. Additionally, the contractor shall be responsible for the removal of 2 portal cranes currently located where the new cranes will be installed (north and south fishway exits). Contractor shall comply with all local and federal laws that govern the disposal of hazardous materials such as lead based paints and asbestos containing materials.
