Description
The Naval Inventory Control Point, Mechanicsburg, intends to negotiate on a sole source basis with Dell Marketing to provide Dell, Mellanox, Samsung, QLogic, Gore, Tyco, VMware hardware, software and miscellaneous components; proposed products are for the Fleet Numerical Meteorology and Oceanography Center (FLENUMMETOCCEN) in Monterey, CA. Other than Dell, there are no known sources of expertise to provide and integrate the new Dell and related equipment into the existing operational infrastructure. This infrastructure is specific to the FLENUMMETOCCEN mission. Dell has a demonstrated history as a reliable integrator at FLENUMMETOCCEN and is already familiar with the system architecture. They possess expertise in integration unique to the systems at FLENUMMETOCCEN; there is no ability to transfer this knowledge to other vendor sources. Fleet Numerical supercomputers are at the heart of its mission-critical operational capability and are built entirely around specific brands with software and firmware modifications for performance. FLENUMMETOCCEN has expended thousands of man hours conducting technical research, system testing, de-bugging and ensuring total suite compatibility. The use of a brand name description in this acquisition is essential to the Government ™s requirements, thereby precluding consideration of other hardware, software and components. The products will be procured in accordance with FAR 13.5. A firm fixed price purchase order is contemplated as the proposed contract vehicle with an anticipated award date no later than March 23rd, 2011. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by closing date will be considered by the government. A determination of the government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government.
