Description
The 9th Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE in order to gather industry information and input with respect to a potential Multiple Award Construction Contract (MACC) program at Beale AFB, CA. No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Federal Business Opportunities website (https://www.fbo.gov/). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments. This MACC is open to all small business, service disabled veteran owned small business, women owned small business, HUBZone business, small disadvantaged business and 8(a) contractors. A MACC is an Indefinite-Delivery Indefinite Quantity contract that is awarded to multiple vendors. Contractors awarded the MACC would be given fair opportunity to compete for projects described in individual task order solicitations and would be expected to accomplish a wide variety of construction tasks, including design/build, renovation, additions/upgrades, and new construction integrating multiple construction trades/disciplines. Work may include full project design from a concept or performance-oriented statement of work. In-house design capability or ready access to design capability is a must for projects under the MACC. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) codes, Sector 23 Construction, Sub-sector 236 Construction of Buildings, Size Standard $33.5M; Sub-sector 237 Heavy and Civil Engineering Construction, Size Standard $33.5M (except Land Subdivision, $7M and Dredging and Surface Cleanup Activities, $20M); and Sub-sector 238 Specialty Trade Contractors, Size Standard $14M for work on Beale AFB. The performance period for this contract will be one basic year with four one-year option years. The intent is to award three IDIQ contracts as a result of the solicitation. The overal program value is estimated at $95 million. All potential contractors are required to be registered in the Central Contractor Registration. Failure to register could cause your firm to be ineligible to receive a Government award. If your firm has an interest in proposing on future requirements as described above, please prepare and email or fax a Capability Statement to Andrew Gibson, his email address is andrew.gibson@beale.af.mil. Capability Statements must be received no later than 4:00 PM PST, 7 March 2011. Please note that due to firewall protections some emails may be blocked and a follow-up via telephone to ensure your email was received by the government is strongly recommended. 1. Relevant past performance with evidence of similar work completed in the past three years, to include a brief description of the work and value of the contract. 2. Bonding Capacity: Provide your surety's name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. Your response must be complete and include this information; otherwise, the government will assume a reasonable offer by your firm will not be expected. 3. Point of contact including phone number, physical address and e-mail address. 4. Size status and/or SBA certification program of your firm (8(a), small business, service disabled veteran owned small business, women owned small business, HUBZone business, or small disadvantaged business). 5. Positive statement of interest to submit a proposal. 6. List of any past, current, or future construction projects your company will perform on a military installation.
