- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the onlysolicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), number RFQ-DC-11-00036, is for an Energy Dispersive X-ray Fluorescence Spectrometer (EDXRF) that will be used by the Environmental Protection Agency's National Enforcement Investigations Center (NEIC) to analyze samples of environmental importance. The range of sample types that NEIC can potentially be tasked to analyze is very wide and, because samples are related to legal casework, cannot be released to the public for outside analysis. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-48. The NAICS code for this RFQ is 334516 with a size standard of 500 employees. DESCRIPTION OF REQUIREMENTS: The EDXRF system shall possess the following: 1. Polarizing optical geometry. 2. Secondary and polarizing targets to allow for Compton scattering. 3. An x-ray tube with sufficient power to allow for the excitation and analysis of the K lines of heavier [above Barium] elements. 4. The x-ray tube shall be under warranty for at least two-years. 5. The ability to analyze the elements rhodium, palladium, silver, cadmium, tin, and antimony with the lowest detection limits, and with as much sensitivity, as possible. 6. Optical design that allows for the analysis of delicate samples (e.g. filters) without damage to the samples. 7. A detector that is 100 percent efficient up to at least 50 kiloelectron volts (keV). 8. Helium flushing system for the analysis of loose powders and liquids. 9. A sample changer able to accommodate a minimum of 24 samples. 10. Operation on 110 Volt power and no need for external cooling water or counter gas. DELIVERY LOCATION: The system shall be delivered, FOB destination, to the EPA, NEIC Building 25, Door E-3, Denver Federal Center, Denver, Colorado 80225. EVALUATION FACTORS: The Government intends to award a firm-fixed price purchase order to the responsible vendor whose quote, conforming to the RFQ provisions meets the technical specifications and provides the best value to the Government, price and other factors considered. Non-price evaluation factors are the ability to meet technical specifications and past performance. Non-price factors are significantly more important than price. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.219-6, 52.222-26, 52.222-36, 52.222-37, 52.222-50, 52.225-1, 52.225-3, 52.225-13, and 52.232-33. These provisions may be viewed electronically at www.arnet.gov. Award can only be made to a vendor that is currently registered in the Central Contractor Registration (CCR) database. QUOTE SUBMISSION INSTRUCTIONS: Quotes shall be submitted via e-mail to Michael Gilham at gilham.michael@epa.gov. Quotes must be received by 4:00 PM Eastern Standard Time on March 4, 2011.
