Description
ESC/XR2 ISR Flight Plan Targeting RFI 24Feb11 Attachement with Survey and Quad Chart Request for Information (RFI): The Electronic Systems Center, Division for Integration and Intelligence (ESC/XR2) Hanscom AFB, Massachusetts is seeking technical information on current and emerging research and development related to processes in the targeting core competency for Air Force intelligence. Information Papers: Industry product developers are requested to provide the ESC/XR2 a completed survey for each targeting related industry capability. The survey is attached and posted on either FedBizOps or HERBB under this RFI. In addition to the survey, a quad chart (sample attached) for each capability is requested. RFI responses should also include: 1) name of the primary point of contact for the response; 2) academic faculty or business title; 3) institution or organization affiliation; 4) e-mail address; 5) phone; and 6) identification of other key individuals who collaborated on the RFI response. Surveys and quad charts are requested to be submitted no later than 11 Mar 2011. Surveys and quad charts will be reviewed on the basis of technical efficacy and relevance to the targeting process (see attachment para 3) by military personnel and government civilians. The surveys and quad charts may be forwarded to other Government entities in consideration for applicability to other programs. Background: Targeting problems continue to plague the Air Force and the Joint Community. Although we have made tremendous strides in the Air Force with the stand-up of the Air Force Targeting Center, much work remains. The Air Force Greybeard Targeting Study in 2008 concluded that targeting concerns are of such a magnitude that they put the Air Force's ability to conduct operations and employ precision munitions at risk. More recently, significant gaps in targeting were identified to the 2010 ISR Flight Plan Needs Panel by a variety of MAJCOMs. The importance of targeting to the Air Force cannot be overstated. Air Force Doctrine Document 2-1.9, Targeting, states that targeting "will always be central to the way the Air Force conducts operations." As warfare has become more complex, so has the targeting problem. This problem is exacerbated by: • A huge increase in dynamic targeting in support of on-going Global War on Terrorism combat operations • A large and growing inventory of coordinate-seeking weapons • A growing number of smaller yield weapons which require more detailed targeting data to achieve the desired effects • Today, Air Force Intelligence is less capable of influencing weapon system acquisition and the intelligence support those systems require than it was 15 years ago There has been much discussion recently as to what exactly the Air Force has in its targeting portfolio. With this in mind, and in accordance with the Air Force Development Planning process, AFMC/A2/5 has initiated a Capabilities Planning and Analysis (CP&A) effort to identify current materiel/non-material solution efforts and how these efforts address the targeting gaps identified via ISR Flight Plan CP&A process. This is NOT a solicitation for proposals, applications, proposal abstracts, or quotations. This is a RFI for the purpose of conducting market research relating to gaps in Air Force targeting processes (see attachment para 3). This RFI shall not be construed as an obligation on the part of the Government. Further, the Government will NOT be responsible for any cost incurred in furnishing this information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess alternatives available for the potential requirement. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted.
