- SOURCES SOUGHT: For Industrial Engineer Support and Development of Performance Work Statement for Program Structural Inspection of Coast Guard C130H/J Aircraft. PRIMARY CONTACT: Carl E. Sawyer, Contracting Officer danny.r.sawyer@uscg.mil SYNOPSIS: The U.S. Coast Guard (USCG) is seeking information from any source for a certified Industrial Engineer to evaluate current processes used at the Heavy Maintenance Facility in Elizabeth City, NC for the Program Structural Inspection (PSI) of C-130 Aircraft undergoing Depot Maintenance in order to optimize the current processes thru lean initiatives. Once this is accomplished, using optimal processes and government provided work statements for both fixed price and time and material contracts, develop a performance work statement that can be used for obtaining fixed price contracts for PSI/Depot level maintenance, regardless of location. BACKGROUND: The USCG currently operates an older fleet of 22 HC-130H aircraft and 6 HC-130J aircraft. Currently HC-130H aircraft undergo PSIs, on a fixed price contact, at TIMCO located in Lake City, FL and on a time and material contract at DRS Technologies Heavy Maintenance Facility (HMF) located in Elizabeth City, NC. Coast Guard HC-130J aircraft, which are relatively new, are currently undergoing PSIs at Elizabeth City HMF. Both of these contracts are up for renewal at end of FY12. Up until 2005 CG HC-130 aircraft were all repaired, under a fixed price contract, at various contractor facilities outside of the Elizabeth City area. With the opening of the HMF in Elizabeth City, in 2005, the Coast Guard obtained the ability to have PSIs done in Elizabeth City and take advantage of industrial capability of CG Aviation Logistics Center and aircraft product line technical and support services. The current contractor, DRS Technologies, uses government provide work deck which has been supplemented by work cards to accomplish PSI efforts. The government provides all equipment and material at the HMF facility while at the Lake City facility only repairable components are provided as stated in the existing PWS.
