- NOTICE OF CONTRACT ACTION (NOCA)The Department of the Air Force, Electronic Systems Center, HBSK at Hanscom AFB, MA 01731 intends to award a Firm Fixed Price (FFP) contract to Telephonics Corporation, 815 Broad Hollow Road, Farmingdale, NY 11735-3937 to produce four (4) AN/UPX-40s in support of the AWACS Next Generation Friend or Foe (NGIFF) program. This effort will have a period of performance of approximately twenty (20) months. A Request for Information was published to FedBizOpps on 17 March 2010. The Government intends to solicit and negotiate with Telephonics Corporation pursuant to USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), 'One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' The Government has determined that an award to any source other than Telephonics Corporation would result in 1) substantial duplication of cost that is not expected to be recovered through competition and 2) unacceptable delays in fulfilling Government requirements. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, NOR DOES IT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH.
