- The Naval Air Systems Command (NAVAIR) intends to award a sole source modification to Contract N00019-09-D-0015 with Lockheed Martin Corporation, Marietta, GA for the following services and supplies in support of the KC-130J weapon system: (a) KC-130J Technical and Logistics Services, (b) Field Services Representatives supporting various squadrons at multiple locations, and (c) KC-130 J common and peculiar parts and materials. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Lockheed Martin is the sole designer, developer, and manufacturer of the KC- 130J weapon system, and is the only firm that possesses the necessary knowledge, experience and technical data required to perform these efforts. The government does not own the data rights for the system; thus, a complete re-procurement data package is not available. To avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1. This notice is not a request for competitive proposals. This synopsis is published to notify potential subcontractors that this is anticipated to be a new contract action awarded on a sole-source basis, and to notify industry of this impending action so that possible subcontracting opportunities may be pursued with Lockheed Martin. Potential subcontractors should contact Lockheed Martin directly.
