- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a non-competitive action in accordance with Section 4202 of the Clinger-Cohen Act of 1996. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is W911W6-11-D-0005 and is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-49. The applicable North American Industry Classification Standard (NAICS) code is 336413. The small business size standard is 1,000 employees. The U.S. Army Contracting Command (CCAM-RDT) intends to purchase hardware and engineering services for the Apache Instrument Flight Rules (IFR) effort on a sole source basis. The hardware procurement is for the following items: GNS430W/NVG MOD; GI-106A/NVG MOD; SN3500; SN3500 INSTALL KIT; GH3001; DCM-3000HV; ADC4000; MAG3000; GH3001 INSTALL KIT; MAG30000 INSTALL KIT; ADC4000 INSTALL KIT; GPS WAAS ANTENNA; JT-147A Calibration Kit; GNS430 WAAS upgrade; GNS430 NVG upgrade; and GI-106A NVG upgrade. The general nature of the services will consist of performing modifications to avionic commercial equipment that makes up the Apache IFR kit. Engineering services include but are not limited to Night Vision Goggle (NVG) modifications of any legacy or or new part of the IFR kit prior to shipment, system upgrade modifications, component repair assessment, and repair services. The intended source for this effort is Aero Dynamix, Incorporated. 3227 West Euless Boulevard, Suite 100, Euless, Texas 76040-6242. While the commerical items to be acquired under this effort are potentially available from other sources, Aero Dynamix, Incorporated has been identified as being the only source capable of providing the required NVG modifications or upgrades, to include software or hardware, prior to shipment of any legacy or new parts of any Apache IFR kit. NVG modification is a requirement of the kit. ACC intends to award a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a period of performance of five (5) years. The estimated value/ceiling of the master IDIQ contract will be $12,500,000. The initial delivery order will be executed concurrently with the base IDIQ contract and will require a minimum of the following modifications: two GNS430 WAAS upgrades, two GNS430W NVG modifications and two GI-106 NVG modifications. Delivery is required within 6 weeks of the task order date. The estimated minimum value of the contract will be $150,000. Inspection/Acceptance and FOB Point are destination, U.S. Army Aviation Applied Technology Directorate (AATD), 401 Lee Boulevard, Fort Eustis, VA 23604. The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I and DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items with their offer. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Proposals are due on 1 March 2011, 4:00 p.m. Eastern Standard Time. Aero Dynamix, Incorporated is the only known source, however, interested parties may identify their interest and capability to respond to the requirement, and submit a proposal.
