- Presolicitation Notice No. CMS-2011-R111012 Title: Logistics Management Institute (LMI)/HITECH Program Management & Technical Support Contractor Description/Purpose: This notification is being made for informational purposes only. The Centers for Medicare and Medicaid Services intends to issue a Time and Materials Task Order, against Blanket Purchase Agreement (BPA) HHSM-500-2006-000002B, issued to Logistics Management Institute, for the purchase of additional program management and technical support services to be provided to the CMS Office of Financial Management-FMSG Program Office. The estimated cost of this additional effort is less than $600,000. The term of the additional work will be six calendar months beginning March 15, 2011 through September 26, 2011. The services being procured are to assist the CMS Program Office in accomplishing the successful development, building, implementation, test and operation of the HITECH initiative authorized and funded by the American Recovery and Reinvestment Act (ARRA) of 2009. Title XXX of ARRA is related to Health Information Technology. Part 2 of Title XXX is entitled, "Application and Use of Adopted Health Information Technology". Each agency must promote the development and usage of Electronic Health Records (EHR) and Information Technology Systems and Products that meet quality and security standards. Div B., Title IV, Subtitle A-"Medicare Incentives." The HITECH Program provides financial incentives beginning 2011 for eligible providers that are meaningful EHR users, followed by financial penalties beginning 2015.
