Description
The United States Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 3, intends to issue a Commercial Request for Quote (RFQ) for Engineering Services in Support of FRC Hull Structure Monitoring System. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 541330 and the small business size standard is $ 4.5 Million dollars. The acquisition will be issued as a Best Value Request for Quote (RFQ), on or about February 28, 2011. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using technical capability, past performance, and price as evaluation factors. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The scope of the acquisition is for various engineering services listed in the statement of work: Task 1 – Develop a hull structural monitoring system concept design, suitable for a ten-year service life. Task 2 – Optional. Statistical Wave Data System. Task 3 – Develop System Detail Design. Task 4 – Construct and Install Prototype System. Task 5 Optional. Conduct Dedicated Trials for System Static and Dynamic Calibration.
